ADDENDUM TO MEMORANDUM CIRCULAR NO. 2000-013 FOR ROUTES/LINES SOUTH OF METRO MANILA TO BE OPENED FOR CPC APPLICATION



The lifting of the moratorium in the acceptance and processing of CPC applications on provincial bus routes/lines entering Metro Manila and the filing by prospective applicants of their applications on the routes/lines to be posted in conspicuous places in the LTFRB premises has been coordinated with the Metro Manila Development Authority and the DOTC, to insure that the entry of the buses to be franchised will not contribute to the traffic problem in the metropolis while addressing the need for additional buses on the routes/lines to be opened for application.

For routes/lines south of Metro Manila, the following points within the metropolis are to be the applicants’ terminals to be indicated in their verified (under oath) applications:

1.         for routes/lines from Cavite thru the Coastal Road, MMDA-indicated terminal in Baclaran (Coastal Mall);

2.         for routes from points in the Southern Tagalog region, Bicol, Eastern Visayas and Davao City thru the South Superhighway, MMDA-indicated terminal in Alabang, Muntinlupa City.

The acceptance of applications on routes/lines north of Metro Manila to Balintawak is hereby deferred pending availability for use by the applicant’s buses to be franchised on said routes/lines of the MMDA-indicated terminal in Balintawak which the MMDA will fast-track for the operator’s use.

Without a common terminal in the Balintawak area for the more than three hundred (300) buses to be franchised north of Metro Manila, traffic in the Balintawak area, particularly along EDSA will be adversely affected, with the buses proceeding to Monumento, Cubao (Quezon City), Baclaran (Parañaque) and Pasay City including downtown Manila.

This Memorandum Circular compliments Memorandum Circular No. 2000-013 and is effective immediately.
