AMENDMENT TO DEPARTMENT CIRCULAR NO. 33 DATED JULY 1, 1998, PROVIDING RULES AND REGULATIONS ON THE ORGANIZATION, OPERATION, AND ADMINISTRATION OF THE NATIONAL DEFENSE COLLEGE OF THE PHILIPPINES (NDCP)



SECTION 1 .       Section IV (23) of the said Department Circular is hereby amended to read as follows:

“23.   Entitlement to Honoraria and Fees

a.      The President may hire qualified individuals as heads of the different academic departments of the College on full time basis for a term of one (1) year, renewable annually subject to the approval of the Secretary of National Defense and who shall receive appropriate salaries and allowances in accordance with the national compensation plan issued by the Department of Budget and Management (DBM), as amended by subsequent issuances.

b.      The President may hire qualified individuals as research assistants on full time or part time basis for a term to be decided upon by the President and approved by the Secretary of National Defense who shall receive appropriate salaries and allowance in accordance with the national compensation plan issued by the DBM, as amended by subsequent issuances.

c.       The President shall recommend members of the Academic Staff who shall be appointed by the Secretary of National Defense and who shall receive honoraria according to the most recent DBM Guidelines and Procedures for the Grant of Honoraria to Government Officials and Employees.

Qualified civilian officials detailed with the College when called upon to deliver lectures and to serve as members of the resource panels or to correct examination papers, reports and other, shall be paid honoraria such additional services fees at the same rate as that paid to other lecturers or resource persons in accordance with the most recent rules and regulations of the Civil Service and with the most recent DBM Guidelines and Procedures for the Grant of Honoraria to Government Officials and Employees.

Qualified military personnel when called upon to deliver lectures and to serve as members of the resource panels shall be given appropriate honoraria according to the most recent rates prescribed by the DBM.

SECTION 2.        These amendments shall take effect immediately.
