[ POEA DEPARTMENT ORDER NO. 32, S 1996, December 12, 1996 ]

ALLOWING THE DEPLOYMENT OF FILIPINOS FOR OVERSEAS EMPLOYMENT REGARDLESS OF GENDER



In accordance with Republic Act No.8042, otherwise known as the Migrant Workers and Other Filipinos Act of 1995, and on the basis of the consensus among government representatives, industry associations and non-government organizations, the Department shall allow the deployment of Filipinos for overseas employment, regardless of gender, subject to the following conditions:
1.         Female household workers (Hws) and overseas performing artists (OPAs) meet the prescribed minimum age requirement;

2.         The workers possess basic literacy skills, experience and/or training required for the job;

3.         The workers shall be deployed to host countries that provide protection to foreign migrant workers in form of labor laws, bilateral and multilateral agreements and other safety mechanisms designed to promote the welfare of foreign workers.
The Philippine Overseas Employment Administration (POEA) is hereby directed to formulate the guidelines to implement the policy.
