ENGLISH PROFICIENCY FOR FEMALE HOUSEHOLD WORKERS



In line with the government's efforts to strengthen the welfare and protection mechanisms for female household workers leaving for overseas employment, it is hereby prescribed that all workers attending the pre-departure orientation seminar (PDOS) shall be interviewed by the trainors to test their facility of communication using the language. HWs who cannot speak, read, or write in English will not be issued a Certificate of Attendance which is a pre-requisite for employment contract processing.

Licensed recruitment agencies deploying HWs are advised to ensure that workers they have selected possess the above qualification before submitting their names to POEA for the necessary documentation. Likewise, Individual name hires shall be subject to this requirement.

For strict compliance effective immediately.
