CONDUCT OF MANDATORY PRACTICAL DRIVING TESTING



Based on the observation of ISO Team on the conduct of practical driving test at the different Licensing Centers, it was found that driver's license examiners gave less importance to the real principle of the conduct of practical driving test. Specifically, simply requiring the applicant to start the engine of the test vehicle and move it back and forth does the actual tests.  This ratifies the absence of a fixed/specified route to be traversed by the driver's license applicants in the conduct of the practical test.

In view thereof, all licensing heads are hereby directed to comply with the following regulations pertinent to the conduct of practical driving test, to wit:

(1)   To establish a specific testing route for actual driving test;
(2)   The specific testing route should traverse an intersection with traffic lights and regulatory and informational signs;
(3)   That a portion of the specific route should allow the examinee to encounter a situation that require maneuvering technique at least but not limited to parking, reverse, avoiding potholes, etc.;
(4)   Likewise, a portion of the specific route should also allow the examinee to encounter a busy road; and
(5)   That warning sign should be installed at the rear part of the test vehicle: "CAUTION PRACTICAL DRIVING TEST BY LTO".

It should be noted that the abovementioned regulations are to be made an integral part of the inspection criteria during monitoring or audit period.

All orders, memoranda, circulars, rules and regulations or issuances in conflict herewith are deemed superseded.

This Memorandum shall take effect on 06 September 2004.
