ALLOCATION OF GROUP II EA ENTITLEMENT



In order to guide exporters under Group II (Consultation Level) in their planning and production, the Board in its meeting of November 15, and December 7, 2000 approved and confirmed the allocation of Group II EA Entitlement effective quota year 2001 as follows:

Initial EA Entitlement

Only manufacturer-exporters shall be entitled to Initial EA Entitlement as follows:

1. Restoration:

All performers under Group II shall be given an Initial Entitlement equivalent to 80% of quantity performed in the immediately preceding year on a per category basis.

2. LVA Requirement:

The entitlement is subject to compliance of 34% LVA (Local Value Added) or Industry Average LVA, whichever is higher.

3. Validity Period of Entitlement:

Six months, extendible twice for a three-month period each subject to the following:

a. 1st extension: submission of proof of availability of raw materials
b.  2nd extension: goods must be in production

4. Assessment Fee:

P0.05/SME of quantity awarded but in no case lower than P100.00

This circular supersedes Memorandum Circular 003, series of 2000.
