[ LTFRB MEMORANDUM CIRCULAR NO. 2000-022, December 29, 2000 ]

ACCEPTANCE OF APPLICATIONS TO OPERATE TAXI SERVICE WITH MINIMUM USE OF FIFTY (50) UNITS



In line with our continuing program to modernize public transportation including operations of taxi services and to provide the riding public with the widest possible choices in terms of quality of services, safety features and convenience this Board hereby declares the opening and acceptance of applications to operate taxi service.

No new application shall be accepted, processed or approved unless the following special requirements are strictly met:

1. Every application must be for a minimum use of fifty (50) brand new units:

2. Units must be sedan-type and WHITE in color pursuant to MC No. 99-012; and

3. They are to be equipped with radio transceivers and metering machines which issue/give out printed receipts.

Drivers of these taxi units are obliged to wear uniforms consisting of polo barongs or white shirts with ties and pants.

No petitions for dropping and substitution within the lifetime of the franchise shall be permitted except in the following cases:

1. Where the unit/s to be substituted is/are rendered unserviceable or non-operational due to accident, fire or other natural disaster causing serious damage or defects on the unit/s and beyond any conceivable repair or if can still be repaired, the cost of such is highly prohibitive;
2. Where the unit/s to be substituted has/have been stolen and not recovered; and
3. All other cases which the Board deemed it necessary that the unit/s should be substituted in the interest of the riding public.

Substitute unit/s must be equipped with the same features as the unit/s to be substituted.  Likewise petitions to register in lieu shall not be allowed within the same period unless Memorandum Circular No. 89-011 is applicable.

Memorandum Circular No. 97-009-A and all other previous issuances or parts thereof, which are inconsistent herewith, are therefore modified or superseded accordingly to conform with this new directive.

This Memorandum Circular shall take effect fifteen (15) days after filing of three (3) copies hereof with the UP Law Center, in accordance with Presidential Memorandum Circular No. 11 dated October 9, 1992, and shall continue to be effective under corresponding (?) revoked or suspended by the Board.
