LIFTING SHIPMENT RESTRICTION FROM THE ILOILO PROVINCE TO THE REST OF THE VISAYAS
1. All animals shipped out of Iloilo are inspected before departure by an official veterinarian and certified free from FMD. The Iloilo port will be the only official exit point.
2. All animals shipped out of Iloilo are for immediate slaughter at their final destination.
3. In the event of application being made for the movement of other classes of livestock (e.g. Breeders, weaners), these will be assessed on an individual basis. During the first three months after trade with the rest of the Visayas has resumed, shipment of breeders could commence on a case to case basis (i.e. a negative titer against FMD result from samples collected from said animals).
4. Animal effects for shipment to Cebu will require an authority to ship from the BAI before a permit could be issued by the regional office.
5. All vehicles used for livestock movement are thoroughly cleaned and disinfected before loading at the point of origin and after loading at the destination.
6. Officials from recipient provinces are allowed to make random checks. Farms allowed to ship to Region VII should be accredited by all parties concerned following the set criteria stated in the agreement of the Study Team last 10 May 2000.
7. Meat to be shipped come from NMIC accredited slaughterhouses and that animals for slaughter should come from accredited farms only.
To maintain the alert levels, blood samples and negative incident reports must be continually submitted to the National FMD Task Force of the Bureau of Animal Industry.
This Memorandum Circular takes effect immediately.
