AMENDING SECTIONS THREE (III), FOUR (IV), FIVE (V) AND SIX (VI) OF MEMORANDUM CIRCULAR NO. 19-A, S. 1992 ON INGREDIENTS/SUBSTANCES IN COSMETIC PRODUCTS
Upon the recommendation of the BFAD -Cosmetic Industry Joint Study Group, Sections III, IV, V and VI of MC 19-A s. 1992 are hereby amended to update the lists of ingredients and substances allowed, restricted or disallowed in cosmetic products.
Effective upon approval of this Order, the following tables numbered I up to IX shall supersede tables No. I up to VII of the Sections III up to VI, of MC No. 19-A s. 1992, namely:
I. List of Substances Which Cosmetic Products Must Not Contain Except Subject To the Restrictions And Conditions Laid Down
II. List of Preservatives Which Cosmetic Products May Contain Subject To The Restrictions And Conditions Laid Down.
III. List of Preservatives Provisionally Allowed.
IV. Non-Permissible Colors In Cosmetic Preparations
V. Permissible Color Additives: List Of Colorants Restricted/Allowed For Cosmetic Products
VI. List of Provisionally Allowed Colors in Cosmetic Preparations
VII. Sunscreen Agents: List of Sunscreen Agents Which Cosmetic Products May Contain
VIII. List of Sunscreen Agents Which Cosmetic Products May Provisionally Contain
IX. List of Substances Which Must Not Form Part of the Composition of Cosmetic Products.
The said tables or listings are respectively marked as an integral part of this Order as Annexes “A” up to “I”.*
These revised lists of cosmetic ingredients shall be applied to all new application for registration and those application which are still pending evaluation at the PSD cosmetic section. All other standards and requirements in MC 19-A, s. 1992 which are not inconsistent with this Order shall remain effective unless an amendment thereof shall be issued.
