[ PRC BOARD OF MECHANICAL ENGINEERING BOARD RESOLUTION NO. 17, S. 2000, July 17, 2000 ]

ADOPTION AND PROMULGATION OF THE REVISED PROCEDURES ON THE HYDROSTATIC TESTING AND INSPECTION OF BOILERS PRESCRIBED BY THE PHILIPPINE SOCIETY OF MECHANICAL ENGINEERS, INC. (PSME)



WHEREAS, the Philippine Society of Mechanical Engineers, Inc. (PSMEI), the organization of Professional Mechanical Engineers, Mechanical Engineers, and Certified Plant Mechanics, accredited by the Professional Regulation Commission (PRC), issued Res. No. 002 dated May 31, 2000, revising the current regulations for hydrostatic testing and inspections of boilers by adopting certain procedures;

WHEREAS, the said procedures are in accordance with the provisions of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel and Natural Board Inspection Code; and references were made to the Boiler Inspection Codes of other industrialized countries like England, France and Germany;

WHEREAS, the said PSME’s Resolution has laid down the reasons for the revision of such present regulations, ranging from “the adaptation and incorporation of the latest developments and accepted practices in mechanical engineering in developed countries”, the “advancements in metallurgical, fabrication, design and manufacturing technology” bringing forth the “new generation of boilers coupled with appropriate testing and inspection procedures that ensure the safety and integrity of the equipment and operating system”;

WHEREAS, the Board, after a careful study of the merit of the PSME’s Resolution, decided to adopt the said revised testing procedures as part of the technical standards of the practice of the mechanical engineering profession.

WHEREFORE, the Board Resolved as it hereby resolves to adopt and promulgate the Revised Procedures on the hydrostatic testing and inspection of boilers prescribed by the Philippine Society of Mechanical Engineers, Inc. (PSME) as follows:

1.      In new installations, before operation, hydrostatic test at 1.5 times Design pressure.
2.      Hydrostatic testing shall be conducted every 5 years thereafter at a test pressure not exceeding 1.5 times but not lower than 1.2 times the Maximum Allowable Working Pressure.
3.      Hydrostatic testing may be conducted during shutdown for maintenance purposes at a test pressure not greater than the set pressure of the safety valve having the lowest setting.

These Revised Procedures shall form part of the Code of Professional Standards for the practice of mechanical engineering profession which the Board can prescribe and/or adopt pursuant to Sec. 9 (h), Art. II of R.A. No. 8495, known as the “Philippine Mechanical Engineering Act of 1998”.

This Resolution shall take effect after fifteen (15) days from the completion of its full publication in the Official Gazette or any newspaper of general circulation, whichever comes earlier.

Let copies of this resolution be furnished to PSMEI’s President, the Secretary of the Department of Labor and Employment (DOLE), and other concerned sectors.
