[ PRC MEMORANDUM CIRCULAR NO. 9, S. OF 2000, August 11, 2000 ]

AMENDMENT TO MEMORANDUM CIRCULAR NO. 99-20, SERIES OF 1999 (REVISED GUIDELINES IN THE REVALIDATION OF STCW ‘78 CERTIFICATES FOR SERVICE BEYOND 31 JANUARY 2002)



After a careful perusal of Paragraphs 1 and 2 of Article VI-Policies, Paragraphs 4 and 5 of Article VII-Documentary Requirements for Management and Operational Level, and Paragraphs 1 (Categories A and B) and 2 (Category D) of Article VIII-Qualification Requirements, of Memorandum Circular No. 99-20, series of 1999, it is deemed necessary to amend said paragraphs to conform with the recent developments arising from their implementation.

SECTION 1.        Paragraphs 1 and 2 of Article VI-Policies, Paragraphs 4 and 5 of Article VII-Documentary Requirements for Management and Operational Level, and Paragraphs 1 (Categories A and B) and 2 (Category D) of Article VIII-Qualification Requirements, of Memorandum Circular No. 99-20, series of 1999, are hereby amended to read as follows:

“VI.    POLICIES

“1.     Applicant must be medically fit, particularly with good eyesight and hearing. The medical certificate required by these guidelines must be issued by a Department of Health (DOH) accredited medical clinic or hospital conducting physical and medical examination for seafarers in accordance with the minimum standards set in the STCW Code. The DOH accredited medical clinic or hospital must have at least a Quality Standards System (QSS) in place in accordance with Section A-I/8 and Section B-I/8 of the STCW Code.

“2.     The training courses required by these guidelines must be taken from maritime training centers whose training programs/courses are accredited by the Maritime Training Council. The marine engineer officer shall submit proof of relevant in-service experience or such other documentary proof that he has undergone the required training course/s in which other documentary proof of training may be allowed. In the latter case however, the marine engineer officer shall undergo the required training course from maritime training centers whose training programs/courses are accredited by the Maritime Training Council, should the member of the Board/qualified assessor finds that the applicant is not competent to serve in the capacity specified.

“VII.   DOCUMENTARY REQUIREMENTS FOR MANAGEMENT AND OPERATIONAL LEVEL

“4.     One (1) year accumulated approved seagoing service during the preceding five (5) years.

a)      Company Certification of Sea Service. The Certification shall include the type of vessel, the rank occupied, vessel’s KW propulsion power, vessel’s trading area and inclusive dates of sea service.

b)      Seafarer’s Identification and Record Book (SIRB) - one photocopy each of pages one and two, and other pages reflecting sea service. (In case of lost/damaged SIRB, any acceptable substitute documentary proof of sea service and affidavit of loss shall be required).

“5.     Certificates/Documentary Proof of Training in the appropriate courses required together with one photocopy for each certificate/documentary proof.

“VIII.  QUALIFICATION REQUIREMENTS

Chief Engineer Officer and

Third Engineer Officer and

Second Engineer Officer

Fourth Engineer Officer

(Management Level-Regulation III/2)

(Operational Level-Regulation III/1)

For Categories A and B:

For Categories A and B:

1.         Have completed and duly certificated with the following approved training courses:

         1.1           Advanced Fire Fighting

         1.1            Advanced Fire fighting

         1.2           Personal Safety and Social Responsibility

         1.2          Personal Safety and Social Responsibility

         1.3           Medical Emergency First Aid

         1.4          Proficiency in Survival Craft and Rescue Boat

         1.4          Proficiency in Survival Craft and Rescue Boat

For Category C:

For Category C:

2.         Chief Engineer Officers and Second Engineer Officers serving on board certain types of seagoing ships for which special training is required under Regulations V/1, V/2, and V/3 of the1978 STCW Convention, as amended.

2.         Third engineer officers and Fourth Engineer officers serving on board certain types of seagoing ships for which special training is required under Regulations V/1, V/2 and V/3 of the1978 STCW Convention, as amended.

         2.1           For Tankers: (Regulation V/1)

         2.1       For Tankers: (Regulation V/1)

He must have completed at least six(6) months approved seagoing service appropriate to their duties on the type of tanker on completed which serve, AND shall have completed and duly certificated on the following approved training courses.

He must have completed and duly certificated in an approved shore-based fire-fighting course in addition to the training required by Regulation VI/I, AND shall have completed:

         2.1.1        Shore-based fire-fighting course in addition to the training required by Regulation VI/I.

         2.1.1        At least three (3) months approved seagoing service on tankers in order to acquire adequate knowledge of safe operational practices; OR shall have completed and duly certificated in an approved General Tanker Familiarization

         2.1.2        Specialized Training in the type of tanker on which to serve:

 

                  - Oil Tanker;

 

                  - Chemical Tanker; or

         2.2       For Ro-ro Passenger Ship (Regulation V/2) and Passenger Ship other than Ro-ro (Regulation V/3):

                  - Liquefied Gas Tanker

 

         2.2       For Ro-ro Passenger Ship (Regulation V/2) and Passenger Ship other than Ro-ro (Regulation V/3):

         2.2.1   Crowd Management

         2.2.2   Crisis Management and Human Behavior

         2.2.3   Familiarization Training on board ro-ro passenger ship (Regulation V/2) passenger ship other than ro-ro (Regulation V/3)

         2.2.1   Crowd Management

(Note: Documentary proof of relevant in- service experience/training may be allowed in item 2.2)”

         2.2.2   Crisis Management and Human Behavior

 

         2.2.3   Familiarization Training on board ro-ro passenger ship (Regulation V/2)/passenger ship other than ro-ro (Regulation V/3)

 

         2.2.4   Passenger Safety, Cargo Safety and Hull Integrity Training

 

Note: Documentary proof of relevant in- service experience/training may be allowed in item 2.2)

 

SECTION 2.       Effectivity . This Memorandum shall take effect after fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation, whichever is earlier.
