[ LTO MEMORANDUM, May 26, 1992 ]

IDENTIFICATION OF EARLY WARNING DEVICES (EWDS)



Pursuant to the provisions of LOI Nos. 229, 479 and LTO Memorandum Circular No. MC 92-146 and MC 92-152 the following guidelines are hereby promulgated for the information and observance of all concerned.

1. Purpose - To identify properly Early Warning Devices (EWDs) that shall be required of motorists during the registration and/or renewal of motor vehicles.

2. EWD Identification - To safeguard public interest against unscrupulous parties, manufacturers, suppliers, dealers and other entities, shall be issued EWD identification stickers with proper assignment of serial numbers and corresponding security incorporated in the said EWD ID validation stickers.  Stickers to be issued to manufacturers, suppliers, dealers and other entities whose EWDs have earlier been tested and approved and issued Certificates of Conformity shall be authorized by the Central Office EWD Committee.

3. All qualified manufacturers, suppliers, dealers and other entities shall be assigned their respective series of serial numbers for monitoring purposes.  The qualified manufacturers, suppliers, dealers and other entities shall from time to time secure authority for additional EWD ID stickers from the LTO Central Office EWD Committee.

4. Each assigned EWD ID stickers shall be issued in pairs with identical serial numbers and must indicate the following:
  1. The name and address of the qualified manufacturer, supplier, dealer and other entity.

  2. The date of the Certificate of Conformity issued by the LTO Central Office EWD Committee.

  3. The sequential serial numbers in pairs (for Yellow and Red EWD)

  4. The specific instructions to be adopted by the LTO upon inspection and presentation of EWD for registration.
5. In addition to the EWD ID stickers, the qualified manufacturers, suppliers, dealers and other entities shall issue upon the sale of EWDs, two (2) Warranty Cards indicating that the EWDs sold comply with the requirements of the LTO for a performance life of five (5) years.  One (1) Card shall be retained by the motorist and one (1) Card shall be retained by the LTO for record purposes.  The Warranty cards shall indicate the following:
  1. Name, Address of manufacturer, supplier, dealer and other entity, including telephone and fax numbers.

  2. Explanation, conditions and coverage of the 5 Year Warranty requirement.

  3. Space for all data specified in the Certificate of Registration and/or Official Receipt plus space for EWD date of purchase, whom purchased and EWD serial number.

  4. Instruction to motorist not to accept EWDs if ID stickers have been tampered with.
6. EWD ID Validation Sticker Specifications —

A. Material Specifications — The EWD ID validation sticker shall be of the pressure-sensitive type, tamper-proof, indicating “Non-transferable” which is designed to provide an indication on the top and adhesive side of the ID validation sticker when removal is attempted.  The top side of the sticker shall have a verifiable security mark to guarantee that the EWD ID validation stickers have been issued by the LTO Central Office EWD Committee.

The ID Validation stickers which shall be issued in pairs with identical serial numbers shall have two (2) parts, separated by perforation. One part shall remain attached to the back side of the EWD and one part to be removed by authorized LTO personnel performing the inspection. Once the LTO portion has been detached by the LTO, the substrate of the EWD shall have indication that the EWD has undergone inspection.  This feature prevents motorists from borrowing and/or lending the EWD required for registration.

The verifiable security system on the top side of the ID sticker shall be easily authenticated by the following method:

a. Light source or

b. Solvent source or

c. Visible method or combination of any 2 or 3 methods

B. Size of EWD ID stickers: 45 mm x 75 mm per piece or two pcs. for the pair of Yellow and Red EWD.

C. Numbering of EWD ID stickers: Numbering shall be of any visible color, lightfast, cannot be removed readily by commercial solvents and in seven (7) digits.  Numbering shall be identical for a pair of EWD ID sticker.

D. Durability of EWD stickers: Performance life of the EWD ID stickers shall also be of similar performance life of the EWD, which is for 5 years.  This is important as the EWD shall be subjected to LTO inspection during renewal of registration of motor vehicles.

Assignments of Serial Numbers EWD ID Stickers:

The LTO Central Office EWD Committee is tasked with assigning to qualified manufacturers, suppliers, dealers and other entities who were issued Certificate of Conformity the EWD ID Stickers in order to differentiate one from the other as provided in Items 3 & 4.

The scheme of serial number allocation for each qualified manufacturer or dealer is as follows:

The foregoing system and serial number allocation is progressive as qualified manufacturers, suppliers and dealers shall have been issued Certificate of Conformity.

For other entities, such as big corporations, group of bus companies, taxies, jeepney federations that opted to manufacture their own EWDs, provided their EWD prototypes have been approved by the LTO, these shall be issued Codes and serial numbers as the need arises.  The codes and serial numbers shall be assigned as follows:

Since these other entities could be numerous in number, the 3 alphas and 4 digit-combination will provide a much bigger quantity in combination.  Car assemblers and dealers could likewise fall under this category.
