AMENDMENTS ON CMO 17-97 REGARDING GUIDELINES IN THE CLEARANCE OF SHIPMENTS DESTINED FOR SUBIC AND CLARK SPECIAL ECONOMIC ZONES




1.0

Objectives

1.1       To clarify the revised clearance procedure for shipments consigned to duty free shops and trading warehouses discharged in the Customs territory and destined for a special economic zones.

2.0

General Provisions

2.1       Box #29 — Port of Destination will indicate that to be either Subic or Clark but in addition to that, Brokers are to mark in bold letters on the upper right hand corner of the entry declaration the Port of destination.

2.2       For entries described in this memorandum order, the Model of Declaration to be used is "7 A 7” and the Customs procedure shall be "7100".

2.3       Customs Police/Guards shall participate in the examination of the shipments processed under “Red Lane” so that upon clearance of the cargoes, it can readily be on their way out for delivery.

2.4       Processing of declaration entries will initially be handled by FED at POM and later transferred to WAD as soon as the automated system is estabilized.

3.0

Operational Provisions

3.1       All operational provisions of CMO 17-97 pertaining to WAD at POM will be changed to FED of POM as described in 2.4.

3.2       Item V shall be amended as follows:

"Entry documents of shipments tagged as “Selected” will be transmitted directly to the Entry Processing Unit (EPU) of FED for POM and EPU of SWAU for MICP for document processing and subsequently distributed to the different appropriate sections of FED as embodied in CMO 32-96 and CAO 6-96."

4.0

Repealing Clause

All rules and regulations inconsistent with this Order are hereby deemed repealed, superseded or modified accordingly.

5.0

Effectivity

This Order shall take effect upon approval.
