[ MEMORANDUM ORDER NO. 282, May 19, 1995 ]

DIRECTING VARIOUS GOVERNMENT TRAINING INSTITUTIONS TO INCORPORATE IN THEIR RESPECTIVE CURRICULA GENDER AND DEVELOPMENT (GAD) CONCERNS AND PROGRAMS



WHEREAS, under Article II, Section 14, of the Constitution, the State "recognizes the role of women in nation building, and shall ensure the fundamental equality before the law of men and women.";

WHEREAS, R.A. 7192 otherwise known as the "Women in Development and Nation-Building Act" mandates the government to ensure the participation of women and their integration in development and nation-building;

WHEREAS, gender and development (GAD) concerns are crucial to the empowerment of women and recognition of their role as equal partners of men in national development; and,

WHEREAS, in order to ensure gender responsiveness of trainings and promote understanding of GAD, it is imperative that the same be incorporated in the curricula of government training institutions.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1. The Agricultural Training Institute (Department of Agriculture); Foreign Service Institute (Department of Foreign Affairs); Local Government Academy (Department of Interior and Local Government); Development Academy of the Philippines; Philippine Public Safety College; Philippine Military Academy; Philippine National Police Academy; National Defense College; Technical Education Skills and Development Authority; Institute of Labor Studies (Department of Labor and Employment); and, the Office for Human Resources and Development (Civil Service Commission), shall incorporate in their respective training curricula gender and development concerns and programs.

The State Colleges and Universities are enjoined to undertake the same in their trainings for academic and non-academic personnel.

SECTION 2. The National Commission on the Role of Filipino Women (NCRFW) shall extend technical assistance to the above agencies, including the provision of expertise and training materials on gender and development principles, concepts and concerns.

SECTION 3. The concerned government institutions shall submit annual reports on the matter to the Office of the President, through the Office of the Executive Secretary, copy furnished the National Commission on the Role of Filipino Women and the Presidential Management Staff.

SECTION 4. This Memorandum Order shall take effect immediately.
