ILLEGAL GAMBLING INSIDE THE NBP
Reports reaching this Office state that illegal gambling such as "pusoy"' "cara y cruz" and "tatlo-walo" still exist inside the NBP compounds despite sustained operations against such unwholesome activities. Just recently, a news item appeared in the Peoples’ Tonight alleging the proliferation of ‘jueteng’ inside the National Penitentiary, reportedly with the blessings of some unscrupulous employees of the Bureau of Corrections.
In this connection, you are directed to immediately conduct an intensified campaign against all forms of gambling inside the NBP. Further, identify and investigate all persons, inmate or employee, found to be engaging in or abetting these prohibited acts and file appropriate charges against them.
