[ LTO MEMORANDUM CIRCULAR NO. RTL-MC-03426, January 31, 2003 ]

INSPECTION OF USED IMPORTED MOTOR VEHICLES BY THE ACCREDITED VEHICLE INSPECTION AND TESTING CORPORATION (VITEC)



In line with the existing LTO and SBMA Memorandum of Agreement (MOA) and LTO Memorandum Circular No. RTL-MC-02412 dated 23 July 2002, all concerned are hereby directed not to accept initial registration of used motor vehicles imported through the Subic Bay Freeport Zone (SBFZ) without the required certificate of inspection duly issued by the Vehicle Inspection and Testing Corporation (VITEC), an LTO accredited alternate motor vehicle inspection station. The said certificate of inspection to be issued by VITEC as a mandatory requirement for registration of subject imported motor vehicles shall cover the following:

1. Determination of the correctness of the repositioning/conversion of all imported Right Hand Drive (RHD) to Left Hand Drive (LHD) motor vehicles, their roadworthiness, identification and compliance with smoke emission standards as provided under Republic Act 8749 and its implementing Rules and Regulations; and

2. Determination of roadworthiness, identification, and compliance with smoke emission standards as provided under RA 8749 and its IRR of all imported and originally Left Hand Drive (LHD) motor vehicles.

Any LTO personnel found violating this Memorandum Circular shall be subject to appropriate administrative sanctions.

This Memorandum Circular supersedes RTL-MC-02414 and all other orders and memoranda in conflict herewith.

This order shall take effect immediately.
