ADVANCE EA ALLOCATION ON CATEGORIES 338/9 AND 635
Because 2004 is the last year of the quota, there is no longer any Carry Forward flexibility available. Therefore, depending on the magnitude of over-shipments, the quota limits of some categories are less than last year. In these situations, elements of the quota allocation formula are prioritized according to the order of entitlements provided for in the Rules.
Quota balances for Advanced EA allocation published last December 2003 were therefore re-computed based on these factors.
For categories 338/9 and 635, the level of over-shipment and the impact of removing the Carry Forward flexibility resulted in non-availability of balances for Advance EA allocation. Therefore, there are no advanced EA allocation for categories 338/9 and 635.
