CANCELLATION OF CERTIFICATES OF PUBLIC CONVENIENCE OF TAXI UNITS THAT FAIL TO AVAIL LTFRB'S DECISION FOR CALIBRATION AND SEALING/RESEALING OF TAXI METERS ON OR BEFORE 28 DECEMBER 2004



On 30 September 2004, the Board issued a Decision increasing the Fare Rates for taxi units operating within Metro Manila and to any point of Luzon.  In the implementation of said Decision, the Board started its information campaign relative to the calibration and sealing/resealing of the taxi meters through tri-media announcements.  Calibration and sealing/resealing of the taxi meters started on 16 October 2004.  Despite several deadlines, periods of extension and increase of calibration sites, a significant number of taxi operators were not able to comply with the said calibration and sealing/resealing as well as other provisions and conditions of the Decision for Taxi Fare Rate Increase.

In view of the above and for lack of interest to serve public need/interest, all taxi operators authorized within Metro Manila and those operating to any point of Luzon (from any point of origin) who failed to undertake the calibration and sealing/resealing of taxi meters are given until 28 December 2004 to comply with the conditions for Fare Increase; otherwise, their Certificates of Public Convenience (CPC) shall be deemed cancelled and revoked by 29 December 2004.

The Management Information Division (MID) is hereby ordered to submit to the Board an inventory listing of all subsisting TAXI CPC that failed to comply with the said calibration and sealing/resealing process. Based on the inventory, the quantity of taxi units shall correspond to the number of units to be opened for new CPC Applications by first quarter of 2005.

This Memorandum Circular supersedes any and all issuances inconsistent herewith and takes effect immediately following the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.
