TEMPORARY SUSPENSION OF THE ISSUANCE OF SEAFARER'S IDENTIFICATION AND RECORD BOOKS, STCW ENDORSEMENT CERTIFICATES, AND OTHER MDO-RELATED DOCUMENTS "IN ABSENTIA" AND THE ACCREDITATION OF LIAISON OFFICERS



Please be informed that the Maritime Industry Authority Board, in its Resolution No. 97-010, series of 1997, has confirmed the Memorandum Orders issued by the MARINA Administrator, to wit:

1.         Memorandum date 04 June 1997 suspending the issuance of Seaman's Identification and Record Book (SIRB) and STCW Endorsement Certificates in absentia .

2.         Memorandum dated 17 June 1997, exempting from the above suspension, the following applications:

a.    Replacement of lost SIRB/STCW Endorsement Certificate of seafarers actually on board vessels operating on both overseas and domestic routes;

b.    Extension of effectivity of SIRB/STCW Endorsement Certificate for thirty (30) days for purposes of repatriation of seafarers employed/deployed on board overseas vessels whose documents expired or due to expire on  or before 16 July 1997;

3.         Memorandum dated 18 June 1997, reiterating the Order of 17 June 1997 and suspending the accreditation of liaison officers and the availment of the privileges under the Special Processing System (SPS), in view of the fact that all issuances to the seafarer through the liaison officer fall within the category of in absentia transactions.

The aforecited Memorandum Orders shall continue to be effective unless sooner revoked by the MARINA Administrator, upon confirmation by the Board.
