[ PPA MEMORANDUM CIRCULAR NO. 48-2000, December 05, 2000 ]

SUPPLEMENTAL GUIDELINES TO PPA MEMO CIRCULAR NO. 07-2000ENTITLED "GUIDELINES FOR THE PRIVATIZATION OF THE MANAGEMENT AND OPERATION OF THE PARKING AREAS AT NORTH HARBOR.



In order to clarify PPA Memo Circular No. 07-2000, dated 09 February 2000, and further improve the flow of vehicular traffic within the premises of North Harbor, the following additional guidelines are issued:

1.      All cargo trucks/haulers whether loaded or empty and light vehicles such as private cars, taxis and jeepneys with passengers on board entering the premises of North Harbor shall pay an entrance fee of TEN PESOS (P10.00) per entry.

2.      Trucks/haulers that park at the common pay parking areas, the truck holding area and the queuing area are given a "free use" of such areas for four (4) hours per entry. Those that have parked beyond the allotted "free use" period shall be charged the corresponding parking fee as follows:

First four (4) hours

- No charge

Fifth hour

- P50.00 per entry

Succeeding hour/s

- P40.00 per hour

3.      The eastern side of Marcos Road shall be utilized primarily for queuing of trucks waiting for their cargoes to be discharged and loaded into carrying vessels. Empty trucks are prohibited from using the area while waiting for cargoes. Instead, they shall proceed directly to any of the designated parking areas at Collector Road or at the PMO Truckholding Area.

4.      Any vehicle left unattended at said queuing area or whose driver refuse to pay parking fees shall be towed by the private contractor to the impounding area and charged also with the corresponding towage fee of FIVE HUNDRED PESOS (P500.00).

5.      All light vehicles are allowed to disembark their passengers at the queuing area but shall leave the premises of North Harbor immediately after disembarking their passengers. Vehicles that opt to stay after disembarking their passengers shall immediately proceed to pay parking areas at either the Collector Road or at the MICT Access Road and pay the corresponding parking fee provided in No. 6 hereof.

6.      All light vehicles with the intention of loading passengers shall also pay an entrance fee of TEN PESOS (P10.00) per entry and proceed to the designated parking area at either the Collector Road or at the MICT Access Road and pay the corresponding parking fee as follows:

First two hours

P30.00

Succeeding hours

P20.00 per hour

7.      The queuing area designated at the eastern side of Marcos Road under PPA Memorandum Circular No. 07-2000 may be relocated to the western side of Marcos Road by the private contractor depending on the traffic plan devised by the contractor and concurred of the Port Management Office of North Harbor.

This Order takes effect fifteen (15) days after publication in a newspaper of national circulation and shall remain in force until revoked.
