REFRESHER COURSE FOR THE THREE-TIME FLUNKERS IN THE LICENSURE EXAMINATIONS FOR LIBRARIANS



WHEREAS, Section 16 of R.A. No. 6966, known as the “Philippine Librarian Act” provides that “[A] candidate who fails three (3) successive Board examinations shall be disqualified from taking the fourth examination unless he submits evidence to the Board that he has taken a refresher course from a duly accredited school or its equivalent as determined by the Board”.

WHEREAS, with the increase in the number of 3-time flunkers in the licensure examination for librarians, there is a need to prescribe the said refresher course;

WHEREAS, the Board has conducted as series of consultative meetings with the academe thru the officers of the Council of Deans and Heads of Library and Information Science Schools (CODHLISS) and the Philippine Association of Teachers in Library Science (PATLS), the officers of the Philippine Librarians Association, Inc. (PLAI), the Philippine Association of School Librarians (PASL), and the Dean & Faculty of the UP Institute of Library Science (UPILS) for the purpose of preparing a refresher course for the three-time flunkers in the licensure examinations for librarians.

WHEREFORE, the Board resolved a it hereby resolves to adopt and issue the course of study/terms of specifications of the refresher course appended hereto as Annex “A*” and made an integral part of this Resolution, and to prescribe the following guidelines for its implementation:

1) The course of study/terms of specifications of the refresher course shall be offered and administered by a school, college or university recognized by the Government whose course/program in Library Science is duly approved/accredited by the Commission on Higher Education (CHED).

2) Schools, colleges or universities which will offer the said course shall obtain from the Board for Librarians a certificate of authority to offer and administer said course after submitting copies of the approved accreditation of their course/program in Library Science and upon payment of the prescribed fees.

3) Upon completion of the refresher course, the 3-time flunkers shall be issued certificates of completion of the course by the school, college or university which offered and administered the course. The said certificate with the seal of the school/college/university affixed thereto shall bear the signature of the Dean/Head of the Library Science Department or in his absence, the Head of the college institution offering the program.

4) The 3-time flunkers shall file an application for the licensure examination to which shall be attached an authenticated copy of the certificate of completion not later than twenty (20) days prior to the first day of examination.

5) The 3-time flunkers who took and completed the refresher course shall be entitled to the use of his/her certificate of completion for 3 examinations.

6) If a certificate of completion of the refresher course submitted by an examinee is found to have been issued or obtained fraudulently, the applicant shall not be allowed to take the examination, or if he/she has already taken it, his/her examination papers shall be cancelled or if the certificate of registration has already been issued, the said certificate shall be revoked without prejudice to the institution of criminal action against a 3-time flunker  who obtained the certificate fraudulently.

7) The school/college/university offering and administering the refresher course shall submit to the Board for Librarians, a report within thirty (30) days from the end of the course containing the names of the 3-time flunkers who have taken and completed the course and issued the certificate of completion, the inclusive dates the course was taken and completed and such other information that the Board may require.

This Resolution shall take effect after fifteen (15) days following its publication in the Official Gazette or in newspaper of general circulation in the Philippines, whichever is earlier.
