[ BOC MEMORANDUM, April 05, 2001 ]

ALERTED SHIPMENTS IN CONSIGNEE'S PREMISES

There is a growing number of requests for examination of alerted shipment in consignee's premises, and, in some instances, resulting in incidents which require stricter control over the approval of the same.

Henceforth, the examination of shipments in consignees' premises by virtue of an Alert/Hold Order shall only be allowed under the following circumstances:
  1. Shipment is of perishable nature requiring immediate special storage facilities in consignee's premises.

  2. Dangerous goods requiring special handling, equipment and expertise which may be supplied only by the consignee.
All other requests not falling within the above circumstances shall be denied by the District Collector.

In all cases, allowing the examination at consignee's premises shall be recommended by the alerting office, endorsed by District Collector and approved by the Commissioner of Customs.

For strict compliance.
