GUIDELINES IN THE IMPLEMENTATION OF THE VALUE REFERENCE INFORMATION SYSTEM (VRIS)



I. Objectives

1.1       To implement the Value Reference Information System (VRIS) as a substitution of the Customs Decision Support System (CDSS);

1.2       To provide an enhanced reference information on value, in support of the on-going implementation of the WTO Valuation System.

II. Scope

The VRIS system shall be implemented in all ACOS ports currently using the CDSS.

3.2       The VRIS contains three (3) options which will extract values using different sources of information such as actual declarations, CRF (if applicable), and ROs.  Any one or a combination of these may be used to obtain reference information on values.

3.3       The values generated for a particular criteria search will be equal to or above the minimum value as previously determined by VSWG.

IV. Operational Provisions

4.1 VRIS login access accounts - The MISTG shall provide the duly authorized users with their respective login names and passwords.  Authorized users shall be responsible for their own accounts.  Authorized users whose login accounts were locked-out due to detected irregularities in usage shall make a formal request/explanation to MISTG, endorsed by their immediate superior, for reactivation of their VRIS access accounts.

4.2 Processing of Query - Authorization users will select one (1) at a time from the Main Menu screen of the VRIS.  Once a query is running, the concerned user shall wait for the query to finish and must not interfere or attempt to abort the process at any time for any reason.  If a query seems to be taking too long to process, the user shall inform the MISTG site team/helpdesk and await instructions on what to do.  Any other action on the user's part will adversely affect the performance, integrity and availability of the entire system.  Users must always be aware that the wider the scope of their query, the longer it will take for the system to process said query.

4.2.1 ACOS Inquiry -The H.S. code, country of origin, assessment date shall be entered into the system.  This forms the query.

Upon completion of the criteria needed and the query is registered to the system, the required information (e.g., value) will be extracted from the database of previously ACOS-processed import entry declarations and shall be displayed on the screen.

4.2.2 CRF Inquiry- The H.S. code, country of origin, assessment shall be entered into the system.  This forms the query.

Upon completion of the criteria needed and the query is registered to the system, the required information (e.g., value) will be extracted from the compilation of CRF values.

4.2.3 R.O. -The H.S. code, country of origin, assessment date shall be entered into the system.  This forms the query.

Upon completion of the criteria needed and the query is registered to the system, the required information (e.g., value) will be extracted from the compilation of R.O. values.

Upon generating the required information from the system, the option to print the result will be available as provided for in paragraph 5 of CMO No. 10-2000.

It is to be emphasized that the information provided by the VRIS is for reference purposes only by the concerned Customs Officer in line with the performance of his or her duties and responsibilities.  Any other cause is considered unauthorized.

V. Repealing Clause

All Orders, Memoranda, Circulars or parts thereof which are inconsistent with this Memorandum are hereby deemed repealed and/or modified accordingly.

VI. Effectivity

This Order shall take effect immediately.
