[ OTS TRANSPORT SECURITY REGULATION NO. 003-2006 CASS, October 23, 2006 ]

STANDARD CRITERIA FOR APPOINTMENT OF CASS-OTS AIRPORT SECURITY SCREENER



Pursuant to Sections 3.4.3 and 3.4.2 in the Amendment 10 of the International Civil Aviation Organization (ICAO) Annex 17, this is a Transportation Security Regulation governing the criteria for appointment as airport screener to enforce the standards enunciated in the National Civil Aviation Security Program (NCASP).

RULE I

Section 1. Rationale - In civil aviation security, the screening of passenger and cargo is central for utmost concern as it is traditionally the highest recorded area of security incident. Competence of airport personnel, cargo screeners and Aviation Security Screeners to perform the different civil aviation security standard procedures is of primordial consideration. Each screener must perform his/her functions and duties with ease, speed and dexterity to discourage and deter act of unlawful interference.

RULE II

Section 2. Qualifications for appointment as OTS screener - The following are the qualifications for appointment as OTS-Screener;

Shall be at least 21 years of age and not more than 35 years of age at the time of application for employment;
2.b
At least 5’2 in height for female and 5’4 for male;
2.c
Have passed the required physical, medical and Neuro-Psychiatric Examinations in a designated government hospital;
2.d
Shall have required at least 72 academic college units or attained at least 2nd year college equivalent as accredited by the Commission on Higher Education (CHED) and Technical Education and Skills Development Authority (TESDA);
2.e
Shall not have been convicted of any crime involving moral turpitude;
2.f
With no pending criminal/administrative case;
2.g
Have color perception sufficient to use color x-ray equipment and to check passes with color codes (not color blind).

Section 3. Disqualifications - The following are disqualified for appointment as OTS airport screener; a) former government employee earlier removed for cause; and b) Anyone of 2 relatives within the 4th  degree of consanguinity who are applying at the same time; c) anyone convicted for a crime involving moral turpitude; d) Non-resident alien in the Philippines; e) anyone within the 4th  degree of consanguinity/affinity of the head of office, appointing authority, recommending officer, and immediate supervisor and f) others as the administrator of the OTS may order.

Section 5. Other formal requirements-

5.1
Applicant seeking employment as OTS screener must first submit the duly accom- plished OTS application form #A-11-06 (personal data sheet) in triplicate;
5.2
Applicant shall submit the original copy of birth certificate; diplomas; citations, transcript of records. NBI clearance from previous offices duly authenticated by issuing office/agency, ID pictures (2 copies 1 x 1; 2 copies 2 x 2), others as OTS may prescribe;
5.3
Applicant will be personally interviewed by the Personnel Selection Board.
5.4
Before final acceptance, applicant must pass the minimum requirements for a complete background investigation, national and local agency check (NAC & LAC), and shall be extended probational appointment for 6 months.
5.5
Applicant must undergo and pass on-the-job-training while still on probation to comply with the standard of aviation security course as mandated by the NCASP thru his attendance in the appropriate sanctioned aviation security training packages (STP) before formally appointed as OTS screener.
5.6
All things being equal, priority for employment shall be given to orphans of deceased former NACAHT/NCCAS employees, orphans of deceased PNP-ASG personnel and orphans of deceased OTS personnel in that order provided that they meet the qualifications stated in Rule II.


RULE IV

SECTION 6. Construction – These rules shall be liberally construed in order to promote its civil aviation security objectives.

SECTION 7. Reservation – Nothing herein shall be construed as precluding OTS through the Administrator from enforcing these rules in conducting inspection, investigation, evaluation, assessment and audit of the activities enunciated herein, and in prescribing other requirements to meet the constantly evolving challenges in transport security administration.

SECTION 8. Separability – If any provision or section of these rules is declared null and void by competent authority, the other says and are not affected and shall remain in full force and effect.

SECTION 9. Effectivity – This Transport Security Regulation shall take effect immediately after publication in a newspaper of general circulation.
