[ DA MEMORANDUM ORDER NO. 9, June 08, 1998 ]

LIFTING THE TEMPORARY BAN ON THE IMPORTATION OF DOMESTIC AND WILD BIRDS; DAY-OLD CHICKS, TURKEY POULTS AND OTHER NEWLY-HATCHED AVIAN SPECIES; HATCHING EGGS, SEMEN OF DOMESTIC AND WILD BIRDS; FRESH MEAT OF DOMESTIC AND WILD BIRDS; AND PRODUCTS OF ANIMAL ORIGIN (FROM BIRDS) DESTINED FOR USE IN ANIMAL FEEDING OR FOR INDUSTRIAL USE ORIGINATING FROM THE PEOPLE’S REPUBLIC OF CHINA INCLUDING HONG KONG, SPECIAL ADMINISTRATIVE REGION



In accordance with the recommendations of the Office of Internationale des Epizootoes (OIE) Animal Health Code and in consideration of the stringent control measures taken by the veterinary authorities against Highly Pathogenic Avian Influenza (HPAI), we would like to recommend the lifting of the temporary ban on the importation from the People’s Republic of China and Hong Kong, Special Administrative Region subject to the following conditions:

For Domestic Birds:

The presentation of an international animal health certificate attesting that the birds:

1.         showed no clinical sign of HPAI;

2.         come from an establishment which is regularly inspected by the Veterinary Authority;

3.         come from an establishment free from HPAI and not situated in an HPAI infected zone; or

4.         were kept in a quarantine station for the 21 days prior to shipment or since hatching and were subject to a diagnostic test for HPAI with negative results;

5.         have not been vaccinated against HPAI.

For Wild Birds:

The presentation of an international animal health certificate attesting that the birds:

1.         showed no clinical sign of HPAI on the day of shipment;

2.         were kept in a quarantine station since capture and for at least the 2 days prior to shipment;

3.         were subjected to a diagnostic test for HPAI with negative results before entry into quarantine.

For Day-Old Chicks, Turkey poults and Other Newly-Hatched Avian Species:

The presentation of an international animal health certificate attesting that the newly-hatched birds:

1.         come from hatcheries which are regularly inspected by the Veterinary Authority;

2.         come from hatcheries free from HPAI and not situated in a HPAI infected zone;

3.         have not been vaccinated against HPAI.

For Hatching Eggs:

The presentation of an international animal health certificate attesting that the eggs:

1.         come from hatcheries which are regularly inspected by the Veterinary Authority;

2.         come from establishment or hatcheries free from HPAI and not situated in a HPAI infected zone;

3.         come from establishment or hatcheries in which birds were not vaccinated against HPA.

For Semen of Domestic and Wild Birds:

The presentation of an international animal health certificate attesting that the donor birds:

1.         showed no clinical sign of HPAI on the day of collection;

2.         had not been vaccinated using HPAI live virus vaccine at any time before collection;

3.         were kept in an establishment in the exporting country which was regularly inspected by the Veterinary Authority;

4.         were kept in an establishment free from HPAI and not situated in a HPAI infected zone.

For Fresh Meat of Poultry:

The presentation of an international sanitary certificate attesting that the entire consignment of meat comes from birds:

1.         which have been kept in an establishment free from HPAI and not situated in a HPAI infected zone;

2.         slaughtered in an abattoir not situated in a HPAI infected zone and found to be healthy before and after slaughter.

For Meat Products of Birds:

The presentation of an international sanitary certificate testing that the:

1.         entire consignment of meat products comes from birds slaughtered in an abattoir and found to be healthy before and after slaughter;

2.         meat products have been processed to ensure the destruction of HPAI virus;

3.         necessary precautions were taken after processing to avoid contact of the meat with any source of HPAI virus.

For Products of Animal Origin (From Birds) Destined for Use in Animal Feeding or for Industrial Use

Meat and Flour from Meat and Feather

The presentation of an international sanitary certificate attesting that these products have been processed using heat treatment to ensure the destruction of HPAI virus.

Feathers and Down

The presentation of an international sanitary certificate attesting that these products have been processed to ensure the destruction of HPAI virus.
