[ LTFRB MEMORANDUM CIRCULAR NO. 99-007, May 11, 1999 ]

CONVERSION OF VEHICLES-FOR-HIRE TO TOURIST TRANSPORT SERVICE



The Board is always cognizant of its continuing task of responding to the clamor of the riding public and to provide such kind of service as may be needed under corresponding situation.

In this regard, the Board has been granting Certificates of Public Convenience for motor vehicles being used as Rent-a-Car, Limousine, Garage service all currently classified under Vehicles-For-Hire service which, likewise, cater to the clamor and demands in the tourist industry of the country.

There are now requests for conversion of these types of transport service to Tourist Transport Service so that they can better service the local and foreign tourists in the country: they can be easily identified and may be better supervised by those tourist related agencies of the government;

Therefore, pursuant to the power of this Board to promote public interest and convenience, all grantees of Certificates of Public Convenience to operate Vehicles For Hire, service, I.E., Rent-A-Car, Limousine, and Garage, may apply for conversion of these Certificates of Public Convenience to Tourist Transport Service by submitting the following requirements:
  1. DOT Indorsement;
  2. OR/s and CR/s of the unit/s;
  3. Copy of the previous decision;
  4. Verified application.
For the purpose of its approval, this application (after payment of filing fee) shall be set for hearing with the Notice of Hearing to be published at least five (5) days prior to initial hearing. The validity of the converted CPC shall be the same as its original expiry date. Pertinent provisions of the Memorandum of Agreement on the Implementation of Memorandum Order No. 353 entered into among LTFRB, LTO and DOTC last 20 June 1996, particularly, III.2 (a) thereof shall form part of the requirements of this Memorandum Circular.

This Memorandum Circular takes effect immediately.
