GUIDELINES FOR THE EFFECTIVE INTEGRATION OF THE CONCEPTS ON INTERNATIONAL MIGRATION AND EMPLOYMENT ORIENTATION



1. The Department of Education, Culture and Sports (DECS) signed a Memorandum of Agreement (MOA) with the Department of Foreign Affairs (DFA) and the Department of Labor and Employment (DOLE) to integrate concepts on International Migration and Employment Orientation in the curricula of both elementary and secondary schools.

2. In order to effectively implement the integration phase, the training of trainors for the division level was conducted in five (5) cluster regions in the country from April 15, 1998 to May 15, 1998 (DECS Memorandum No. 84, s. 1998). The training focused on the identification of entry points in the learning competencies and the use of the educational modules. It was also emphasized that the modules will be used as enrichment in the following subject areas and year levels:
Heograpiya, Kasaysayan at Sibika (HEKASI)- Grades IV-VI
Edukasyon sa Kagandahang Asal at Wastong Pag-uugali (EKAWP)- Grades IV-VI
Araling Panlipunan- Grades I-IV
Edukasyon sa Pagpapahalaga- Grades I-IV

3. To be able to effectively integrate the concepts starting this school year 1998-1999, the following activities shall be undertaken:
— Designation of two (2) Regional Coordinators, one for the secondary and one for the elementary level. They shall be in-charge of any of the subject/areas listed above.)

— Conduct of division level training for District Trainors in the elementary level, and Head Teachers/Area Chairmen for secondary schools. In turn, they will train/orient the teachers in their respective schools and districts on the use of the educational modules.

— Creation of a Regional Core of Trainors composed of those who were trained in the cluster training. Their main function is to conduct training to those who were not able to participate in the cluster training.

— The Schools Superintendent shall designate a permanent Division Coordinator. He/She will coordinate with the Regional Coordinator relative to the integration phase of the concepts. He/She will also receive materials for the division coming from the Commission on Filipinos Overseas (CFO), Philippine Overseas Employment Administration (POEA) and Episcopal Commission.

— Both the Regional and Divisional Coordinators will plan the monitoring and evaluation activities during the integration phase and will gather feedback to be used in the final revision of the modules after one (1) year of implementation.
4. During the division level training, a minimal registration fee may be charged to cover the cost of venue and facilities (as provided in the MOA). The registration fee, in addition to the participants’ travelling and food allowance will be charged against local/school funds subject to its availability and the usual accounting and auditing rules and regulations.

5. Immediate dissemination of this Memorandum to all concerned is desired.
