IMPLEMENTING THE YOUTH EDUCATION - YOUTH EMPLOYABILITY PROJECT UNDER THE WORKING YOUTH CENTER PROGRAM



Pursuant to the DOLE mandate to develop human resource, promote gainful employment opportunities, protect workers and promote their welfare and consistent with the DOLE Roadmap 2008-2010 and the Philippine Program for Youth Development and Employment 2008-2010, this Department issues this Advisory on the implementation of the Youth Education-Youth Employability (YE-YE) Project.

Studies show that lack of education is strongly linked to poverty. Quality education is expensive. Youth unemployment, underemployment as well as “under-education” persist, even among some tertiary education graduates. Hence, the immediate need to create more opportunities for the youth to study and to enhance their employability, to get educational assistance and to have some kind of work-related experience before they join the labor force.

The Bureau of Women and Young Workers (BMYW) and the DOLE Regional Office shall manage and implement the YE-YE Project, a training opportunity under the WYC Program, particularly through the Capability Building and Referral Services Components. Target beneficiaries are the disadvantaged youth, such as out-of-school youth, ex-child laborers and those from families with low income or reduce income due to the global financial crisis, for them to pursue post-secondary education, whether through academic or technical vocational courses.

Under the YE-YE project, the DOLE Regional Offices shall collaborate with Private Corporations/Companies providing educational assistance and workplace training pro- grams and with Educational Institutions as Partners. The workplace training program should provide modules, sessions, topics and other similar opportunities for the youth to acquire the proper work ethics and values alongside skills training and upgrading.

For effective implementation of the YE-YE project, a DOLE Project Management Team is hereby constituted. It shall be headed by the Undersecretary for Workers’ Welfare and Social Protection with the Directors of the BWYW, Bureau of Rural Workers and the Regional Offices, as members.
