GUIDELINES IN THE IMPLEMENTATION OF THE APPROVED TRAINING COURSE FOR CHIEF ENGINEER AND SECOND ENGINEER AS SPECIFIED UNDER PARAGRAPH 2.2 OF REGULATION III/2 OF THE 1978 STCW CONVENTION, AS AMENDED



WHEREAS, under paragraph 2.2 of Regulation III/2 of the 1978 STCW Convention as amended, every candidate for certification as chief engineer and second engineer on ships powered by main propulsion machinery of 3,000 KW propulsion power or more shall have completed approved education and training and meet the standards of competence specified in Section A-III/2 of the STCW Code;

WHEREAS, the Maritime Training Council pursuant to Resolution No. 12, S-2000 adopted the IMO Model Course 7.02 as the approved training standard for management level engineer officers subject to adjustment as maybe considered appropriate;

WHEREAS, a technical working group (TWG) was created to review and recommend necessary revisions or adjustments;

WHEREAS, an independent panel, composed of experienced chief marine engineers and other practicing professionals in the engineering field who were not involved in the technical working group, were invited to review and provide inputs to the adjusted curriculum;

WHEREAS, as a result of series of review and consultations, a consensus has been reached on the final course structure;

WHEREAS, there is an urgent need to implement the course program taking into consideration the full implementation of 1978 STCW Convention, as amended;

NOW, THEREFORE, in consideration of the foregoing premises resolved that:

1. A pilot class shall be conducted by the National Maritime Polytechnic in close coordination with the MTC Secretariat;

2. Seafarers who have successfully completed the pilot class of the approved IMO Model Course 7.02 shall be considered as having complied with the training requirement under paragraph 2.2 of Regulation III/2 of the Convention;

3. The MTC Secretariat shall take measures to ensure that the conduct of training requirements for management level engineer officers is sufficiently provided thru the accreditation of other maritime training institutions.
