[ HLURB BOARD RESOLUTION NO. 817 S. 2008, April 16, 2008 ]

REQUIRING DEVELOPERS OF SUBDIVISION AND CONDOMINIUM PROJECTS TO SUBMIT AN INVENTORY OF HOUSING UNITS ACTUALLY CONSTRUCTED FOR THE PERIOD 2005-2007 AND A QUARTERLY REPORT ON NUMBER OF HOUSING UNITS ACTUALLY CONSTRUCTED AS A CONDITION TO THE ISSUANCE OF CERTIFICATE OF REGISTRATION AND LICENSE TO SELL



WHEREAS, the national government, in partnership with the private sector, is spearheading the 1-million homes program which aims to construct and deliver a million housing units to middle and low income families;

WHEREAS, the Housing and Land Use Regulatory Board was designated the lead agency in Housing Regulation and Monitoring Sector of the Taskforce of the One Million Homes Program and was tasked to conduct a study on the establishment and implementation of the monitoring system that will account for the private sector’s contribution in the government shelter program;

WHEREAS, in order to facilitate the monitoring of the private sector contribution to the government shelter program, the Taskforce recommended that HLURB ask developers to submit reports on the actual production of units sold and that HLURB impose sanctions for non-submission of said reports.

WHEREAS, to have a complete picture of the private sector contribution to the said program, developers should be required to submit an inventory of housing units actually constructed for the period 2005-2007;

WHEREFORE, RESOLVED AS IT IS HEREBY RESOLVED, that developers of subdivision and condominium projects which have been issued license to sell be required to submit an inventory of housing units actually constructed for the period 2005-2007, and to submit a quarterly report on number of housing units actually constructed as a condition to Certificate of Registration and License to sell to be issued;

WHEREFORE, RESOLVED IT FURTHER AS IT IS HEREBY RESOLVED FURTHER, that failure to comply to the said requirement will be a ground for suspension of License to Sell.
