[ CID INTELLIGENCE INSTRUCTIONS NO. 21, September 13, 1988 ]

PROCEDURE FOR SURRENDERING ALIENS TO AIRLINES



After CID has issued an order for the exclusion or deportation of an alien, the intelligence agent shall escort the alien to the CID immigration area at the airport.

The agent shall physically present the alien to the Travel Control Service represented by Commander Ruben Domingo as chief: or Hernan Ilagan as assistant chief; or Honorato Domingo as executive officer.  Either one of these officials shall sign the certificate of departure.

Thereafter, the agent shall physically present the alien to the purser of the flight.  The purser shall sign the certificate, only after he has personally verified the alien's presence in the aircraft.

Any intelligence agent or other CID employee who files a forged certificate of departure shall be administratively and criminally prosecuted for falsification of public document.
