[ MTC RESOLUTION NO. 6, S. OF 2002, FEBRUARY 21, 2002, February 21, 2002 ]

PROVIDING INTERIM ARRANGEMENT IN THE IMPLEMENTATION OF APPROVED EDUCATION AND TRAINING AS PROVIDED UNDER PARAGRAPH 2.2 REGULATION II/2 OF THE 1978 STCW CONVENTION, AS AMENDED



WHEREAS, Paragraph 2.2 of Regulation II/2 of the Convention provides that every candidate for certification as Master and Chief Mates on ships of 3,000 gross tonnage or more shall have completed approved education and training and meet the standard of competence specified in section A-II/2;

WHEREAS, MTC Resolution No. 12 S – 2000 prescribed that the IMO Model Course 7.01 as adjusted accordingly shall be the approved standards to be adopted in compliance with the above requirements of the Convention;

WHEREAS, the conduct of training course in IMO Model Course 7.01 may not be fully operational until 31 December 2001 as it will require a large number of classes to accommodate the available candidates.

WHEREAS, in consideration of the limitations posed by the full implementation in the conduct of the IMO Model Course 7.01, Article IX of the Convention does not prevent an Administration from retaining or adopting other educational and training arrangements including those involving seagoing service, provided that the level of seagoing service, knowledge and efficiency as regards navigational and technical handling of ships and cargo ensures a degree of safety at sea and has preventive effect as regards pollution at least equivalent to the requirements of the Convention.

WHEREAS, recognizing the difficulty in the implementation of the management level course, there is need to provide interim arrangement for the compliance of Paragraph 2.2 of Regulation III/2 of the Convention.

NOW, THEREFORE, in consideration of the above premises and in accordance with the authority of the Maritime Training Council under Section 1 of Executive Order No. 242 dated 12 May 2000 hereby directs the Professional Regulation Commission to establish the appropriate interim arrangement to comply with Paragraph 2.2 of Regulation II/2 which shall enable candidates to qualify for certification under such Regulation taking into account the relevant provisions of Article IX of the 1978 STCW Convention, as amended.

PROVIDED, HOWEVER, that after 01 February 2004, the IMO Model Course 7.01 shall be the sole training standard for all candidates for certification under Regulation II/2.

RESOLVED further that this interim arrangement regarding the implementation of the approved training requirements for candidates for certification under Regulation II/2 shall be communicated to the IMO Secretary-General pursuant to Article IX of the Convention.
