[ POEA GOVERNING BOARD RESOLUTION NO. 1, September 04, 1992 ]



WHEREAS, the Philippine Overseas Employment Administration, in order to ensure the conduct of efficient and effective pre-departure orientation seminar (PDOS) as a means of enhancing the protective and coping mechanism of female overseas contract workers, recognizes the need to centralize at POEA the conduct of PDOS for disadvantaged skills such as women domestic helpers and entertainers;

WHEREAS, preparatory to the implementation of this policy, the suspension of the conduct of PDOS for these disadvantaged skills by the licensed agencies and associations of licensed agencies is deemed in order;

WHEREAS, in order to carry out the task effectively, the POEA shall accredit non-governmental organizations, not directly or indirectly involved recruitment, labor unions and religious institutions with special interest and concern for OCWs, which will assist in the implementation of this policy;

WHEREAS, in order to help in the upkeep and maintenance of the respective pre-departure orientation program of NGOs, labor unions and religious institutions, the POEA shall be allowed to charge reasonable fees for the PDOS of OCWs;

WHEREAS, charging of fees shall be without prejudice to compliance with Section 4, Rule III, Bk. VIII of the POEA Rules and Regulations. As Amended.

NOW THEREFORE, the POEA GOVERNING BOARD in a meeting duly convened resolves at it is hereby resolved as follows:

1. To suspend the conduct of PDOS for the disadvantaged skills by licensed agencies and associations of licensed agencies;

2. To accredit new PDOS entities on the basis of guidelines to be set for this purpose; and

3. To allow the collection of reasonable fees by the POEA for the attendance of OCWs, without prejudice to Section 4, Rule III, Book VIII of the POEA Rules and Regulations. As Amended.

The POEA is hereby tasked to come up with implementing guidelines for the smooth turn-over of the conduct of PDOS for disadvantaged overseas contract workers from licensed agencies and associations of licensed agencies to the POEA and NGOs, labor unions and religious institutions.
