[ SRA CIRCULAR LETTER NO. 44, August 28, 1996 ]

RULES AND REGULATIONS IN FILLING UP THE U.S. SUGAR QUOTA FOR QUOTA YEAR 1996-1997



Pursuant to Section 5 of Sugar Order No. 11, series of 1995-1996, dated 28 August 1996, the following rules and regulations are hereby promulgated and be applied in filling up the U.S. Sugar Quota for Quota year 1996-1997, to wit:

I

Application for Exports

An application for shipment of "A" sugar (Annex "A)* shall be filed by the exporter with the Sugar Transactions Department. Production Control and Regulation Office, SRA, Quezon City.

The said application shall be supported with the following documents:

Affidavit (Annex "B"*) executed by the shipper and duly notarized.

List of "A"* or "B"* sugar quedan-permits (original or swapped) (Annex "C") with the attached physical quedan-permits.

In case "B" quedan-permits are submitted (for the 1st quarter shipment), it shall be stamped as: "SURCHARGED FOR WITHDRAWAL AS "A" or U.S. QUOTA SUGAR PER S.O. No. 11, SERIES OF 1995-1996. dated  28 AUGUST 1996".

It is hereby enjoined that the sugar committed under this shipment meets the quality standards.

Deadline for Submission of Application for Export

1. First Quarter - not later than 15 September 1996

2. Second Quarter - to be announced later

3. Third Quarter - to be announced later

4. Fourth Quarter - to be announced later

In the event that the total volume of raw sugar for export based on applications received by the SRA on or before the date specified hereof in each Quarter, exceeded the volume, of allocation for export in a given quarter, the volume of sugar per application shall be adjusted on a pro-rata basis.

Documents to be issued by the SRA for every Approved Export Application

1. Withdrawal authority addressed to mill concerned.

2. In-loading authority addressed to concerned bulk terminal/loading port.

3. Out-loading authority addressed to concerned bulk terminal/loading port.

4. Export clearance addressed to the Bureau of Customs at the port of loading.

This Circular Letter shall take effect immediately.
