AFFIRMING DECS POLICIES FOR THE IMPLEMENTATION OF THE THIRD ELEMENTARY EDUCATION PROJECT



1. In line with the current administration’s pro-poor program of government, the DECS hereby reiterates its commitment to the Third Elementary Education Project (TEEP) as its major contribution to this endeavor. Towards this end, the present leadership supports the policies enunciated by the past two immediate DECS Secretaries to support TEEP implementation. The specific policies stated in DECS Orders Nos. 7, s. 1997 and 60, s. 1998 shall remain valid and in force until otherwise revoked or modified.

2. It is recognized that innovations are being introduced under TEEP to pursue, among others, the policy of decentralization, stronger school-based management, and networking with stakeholders in education. As such some of these represent a departure from existing policies and operational procedures. Nevertheless, it is important that these are tried out in the TEEP provinces so that the lessons drawn from experience will guide future implementation on a wider scale.

3. All DECS offices are hereby directed to fully support the implementation of innovative policies and procedures introduced under TEEP.

4. Immediate dissemination of this Order is strictly desired for the information and compliance of all concerned.
