[ PRC BOARD OF DENTISTRY RESOLUTION NO. 15, S. OF 2008, September 15, 2008 ]

GUIDELINES ON THE REGISTRATION WITHOUT EXAMINATION FOR DENTAL HYGIENISTS AND DENTAL TECHNOLOGISTS



WHEREAS, Republic Act Numbered 9484, known as the “Philippine Dental Act of 2007”, states as one of the objectives thereof “(b). The giving of licensure examination to graduates of x x x dental hygiene and dental technology for the purpose of registration” (Sec. 3. Objectives. - Art I);

WHEREAS, R.A. No. 9484 provides as one of the powers and functions of the Board: “(f) Supervise and regulate the registration, licensure and practice of x x x, dental hygiene and dental technology in the Philippines,” (Sec. 6. Powers and Functions of the Board - Art. II);

WHEREAS, the Board is empowered by such law to register with or without examination dental hygienists and dental technologists;

WHEREAS, Sec. 27, Art IV of R.A. No. 9484 and Sec. 27, Rule IV of Res. No. 12, Series of 2007, the “RR of R.A. No. 9484”, states, to wit:

“Registration Without Examination for Dental Hygienists and Dental Technologists - A person who possesses the equivalent qualifications required for admission in the examination for dental hygienist or dental technologist pursuant to this Act, may be registered without examination. Provided, That the applicant files with the Board within three years after the effectivity of this Act, an application for registration and issuance of a certificate of registration and professional identification card, by submitting credentials showing that the applicant, before the effectivity of this Act:

(a) Had been given a certificate in dental hygiene or dental technology by a duly recognized college, school or institution and had at least three (3) years actual experience as dental hygienist or dental technologist in an accredited or licensed dental clinic or laboratory, or

(b) Had been practicing as a dental hygienist or dental technologist for at least five (5) years in a licensed dental laboratory or clinic under the supervision of a dentist and had attended a training course given by an accredited school or institution accredited and certified by TESDA;

WHEREAS, the Board is vested by R.A. No. 9484 with the power to “(a) promulgate, administer and enforce rules and regulations necessary for carrying out the provisions of this act” (Sec. 6, Art. II);

WHEREAS, after consultation with the Department of Health (DOH), the Commission on Higher Education (CHED), the Technical Education and Skills Authority (TESDA), the Board decided to prescribe the necessary guidelines to carry out the afore-quoted provisions of Sec. 27; and

WHEREAS, R. A. No. 9484 which was approved on June 2, 2007 and published on July 30, 2007 became effective on August 14, 2007;

NOW, THEREFORE, the Board resolves, as it is hereby resolved, to promulgate, administer, and enforce the following guidelines on the registration without examination for dental hygienists and dental technologists:

1. The Dental Hygienist/Dental Technologist shall submit his/her application for registration without examination with the Board within three (3) years from date of effectivity of R.A. No. 9484 on August 14, 12007.

2. He/She shall be:

2.1 A citizen of the Philippines,
2.2 Of good moral character,
2.3 A holder of a 2-year Certificate in dental hygiene/dental technology conferred by a recognized and legally constituted college, or school of dentistry registered with the TESDA;
2.4 In case of a dental technology applicant, a holder of Certificate of on-the-job training in a registered/accredited dental laboratory for at least six months,
2.5 Had been given a certificate in dental hygiene or dental technology by a duly recognized college, school or institution as required in 2.3 aforestated and had at least three (3) years actual experience as dental hygienist or dental technologist in an accredited or licensed dental clinic or laboratory; Provided, that the 6-month on-the-job training in 2.4 above-mentioned can be included in the 3-year experience, or
2.6 Had been practicing as a dental hygienist or dental technologist for at least five (5) years in a licensed dental laboratory or clinic under the supervision of a dentist and had attended a training course for the following period of time:

a. Dental Laboratory Technology Services - 976 hours
b. Dental Laboratory Technology Services (Removable Dentures/ Appliances) NCII-1-1,366 hours
c. Dental Laboratory Technology Services (Fixed Dentures/Restoration) NCII-1-976 hours given by an accredited school or institution accredited and certified by TESDA;

3. He/she must attach the following documents in the said application for registration:

a. Original and photocopy of the Birth Certificate issued by the National Statistics Office (NSO),
b. Original and photocopy of Marriage Contract issued by the National Statistics Office (NSO) for married female applicants,
c. Photocopies of Certificate or diploma and Transcript of Records, or Certificate of Training course,
d. Original NBI Clearance (for private employees),
e. Certificate of good moral character signed by the employer or barangay captain,
f. Original Ombudsman Clearance and NBI Clearance (for government employees),
g. Duly notarized Certificate of Experience (PRC Form 104) issued by the clinic/laboratory and/or certificate of on-the-job training course issued by an accredited dental laboratory,
h. Authenticated Copy of Certificate of Employment or Service Record,
i. Community Tax Certificate,
j. Passport Size picture with name tag (2pcs).

4. He/she must pay the application fee of Php 900.00.

5. After submission of the foregoing requirements and approval of the application by the Board, the Board shall issue a Resolution, stating the name/s of the Dental Hygienists and/or Dental Technologists directing his/her registration without examination, and, accordingly, the issuance of the Certificate of Registration and Professional Identification Card thereto upon payment of the prescribed fees therefor.

Let a copy of this resolution be circulated in the schools/colleges of dentistry through the Philippine Association of Dental Colleges, Inc. (PADC), the Philippine Dental Association, Inc. (PDA) and/or the Accredited Integrated National Organization of Dentists, Dental Hygienists, and Dental Technologists, and other concerned sectors for their guidance and information.

This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette, or in a newspaper of general circulation in the Philippines.
