[ PRC BOARD OF GUIDANCE AND COUNSELING RESOLUTION NO. 02, S. OF 2008, March 12, 2008 ]

PROMULGATION OF THE SYLLABI FOR THE SUBJECTS IN THE BOARD LICENSURE EXAMINATION FOR GUIDANCE COUNSELORS



WHEREAS, the Professional Regulatory Board of Guidance and Counseling (Board) is vested with the power: “(h) to prepare, adopt and issue the syllabi or table of specifications of the subjects for examination in consultation with the academe x x x x “(Sec. 9 of R.A. No. 8981, cited as the “PRC Modernization Act of 2000”);

WHEREAS, Sec. 15, Article III of R.A. No. 9258, known as the “Guidance and Counselling Act of 2004”, provides, to wit:

“SEC. 15. Scope of Examination - The licensure examination for guidance counselors shall cover, but are not limited, to the following subjects:

(a) Philosophical, Psychological and Sociological Foundations of Guidance;
(b) Counseling Theories, Tools and Techniques;
(c) Psychological Testing;
(d) Organization and Administration of Guidance Services; and
(e) Group Process and Program Development.

“The Board, subject to the approval of the Commission, may revise or exclude any of the subjects and their syllabi, and add new ones as the need arises”;

WHEREAS, the Board, pursuant to the second paragraph of the preceding afore-quoted provision and this power: (“d) Prepare, adopt, issue or amend the syllabi for the subjects in the licensure examination in consultation with Commission on Higher Education (CHED), the academe and the accredited professional organization (Sec. 5. Powers, Functions, Duties and Responsibilities of the Board, Art. II of Supra Law), the Board provided the following subjects in Sec. 15, Rule III of Board Resolution No. 02, Series of 2007, known as the “RR of R.A. No. 9298”,

“(a) Philosophical, Psychological and Sociological Foundations of Guidance
(b) Counseling Theories, Tools and Techniques
(c) Psychological Testing
(d) Organization, Administration and Supervision of Guidance Services, and Program Development
(e) Group Process
(f) Career Guidance”; and

WHEREAS, the Board, after consultation with the academe and other sectors, decided to prepare and adopt the said syllabi for the above-stated subjects;

NOW, THEREFORE, by virtue of the quasi-legislative (rule making) power under Sec. 5 (i), Art. II of R.A. No. 9258, the Board RESOLVES, as it is hereby RESOLVED, to prescribe, adopt, and promulgate the syllabi for all the subjects in the Guidance and Counseling Licensure Examination which are appended as integral part of the herein Resolution (Annex “A”)[*].

These syllabi shall be used for the August 2008 Board Licensure Examination for Guidance Counselors and subsequent schedules thereof.

This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.

Let copy of this Resolution be furnished to the Commission on Higher Education (CHED) for wide and extensive dissemination through the deans of all schools, colleges, and universities offering the course of Guidance and Counseling and allied courses and the President of the Philippine Guidance and Counseling Association (PGCA), Inc. for circulation to all concerned.
