[ DA ADMINISTRATIVE ORDER NO. 10. S. 1997, September 18, 1997 ]

IMPLEMENTING GUIDELINES ON THE PRODUCTION, DISTRIBUTION AND PROCUREMENT OF REGISTERED RICE AND CORN SEED FOR BUFFER STOCKING



In order to sustain the availability of certified seeds, all DA-RFUs are hereby required to maintain registered seeds for buffer stocking under the following guidelines:

A.        Eligible Producers and Suppliers

1.         Only accredited seed growers/seed producers are eligible to supply registered seeds if the RFU Seed Farm/Seed Center/Research Station does not have stock.

2.         Only registered seeds produced from foundation seeds will be stocked.

3.         DA Seed Farm/Seed Center/Research Station and accredited seed growers shall produce foundation seeds for the registered seeds requirements.

B.        Seed Production Systems

1.         DA-RFU shall submit to the National Seed Quality Control Services in their respective region names and location of farm of prospective registered seed producers for monitoring purposes.

2.         An additional production of 10-15% of the actual seed requirement shall be programmed by DA-RFUs.

C.        Seed Procurement System

1.         Only certified, tagged and sealed seeds and freshly harvested shall be eligible for procurement (not more than 3 months after date of harvest).

2.         DA-RFU must consider the quantity, quality and varieties most preferred in the region and store at any designated warehouse or immediately deliver to the drop-off point.

3.         Procurement of seeds shall be made directly from accredited seed growers.

4.         Procurement of seeds for buffer stock shall be in accordance with the rules and regulations of the COA.

5.         The procurement price shall be based from the current Administrative Order issued by the Secretary for this purpose.

6.         Standard packing of seeds shall be in 40 kg. and 20 kg. net weight per bag, for palay and open-pollinated corn varieties, respectively.

7.         Supporting documents required in the procurement of rice/corn registered seeds, to wit:
a)         Approved RIV indicating the variety and quantity.

b)         Result of palay and corn seed testing and certification (85% germination, 14% moisture content; 98% purity) for particular seed lots to be procured.

c)         Approved letter/purchase order.

d)         Certification of emergency purchase.

e)         Inspection report by a Seed Coordinator, and COA representative at delivery point.

f)          Payment of seeds shall be in accordance with COA and the herein guidelines.
D.        Seed Distribution System

1.         The DA-RFU in coordination with Seed Coordinator and LGUs shall determine the provinces/areas that always encounter inadequate supply of registered seeds.

2.         Only accredited growers of certified seeds shall be eligible to receive seeds.

3.         Seed Inspectors shall survey/inspect the seed grower’s field to ensure production of certified seeds.

4.         Seeds shall be sold on cash and carry basis. However, for calamity rehabilitation programs, seeds shall be sold based on approved rehabilitation program guidelines.

5.         Regional and Provincial Seed Coordinators shall submit to Regional Directors and BPI-Seed Quality Control Services the list of the recipient/s for inspection, certification, monitoring and evaluation.

6.         Quality Control as to germination, moisture content and physical purity should be conducted prior to distribution of seeds stored for 4 months (beginning date of delivery).

This Order supersedes all other Administrative Orders inconsistent herewith and takes effect immediately.
