[ PPKM MMDA REGULATION NO. 04-001, January 29, 2004 ]

REQUIRING PUBLIC UTILITY VEHICLE OPERATORS TO INSTALL FIXED/PERMANENT SIGNBOARD/BUS ROUTE SIGN ON THE WINDSHIELD AND BODY OF THEIR VEHICLES OPERATING WITHIN METRO MANILA



WHEREAS, it has been observed that Public Utility Vehicles (PUVs) are posted with more than one windshield signboard;

WHEREAS, the use of more than one (1) windshield signboard encourages bus drivers to engage in trip-cutting and out of line operations;

WHEREAS, RA 7924 empowers the MMDA to formulate, coordinate and implement policies, standards, programs and projects to rationalize the existing transport operations in Metro Manila.

NOW, THEREFORE, pursuant to Section 6 of RA 7924, be it enacted by the Metro Manila Council that:

SECTION 1. Coverage - All Public Utility Vehicles (PUVs) operating within Metro Manila such as Buses and Public Utility Jeepneys (PUJs).

SECTION 2. Prohibited Acts -

a.      The use of more than one (1) windshield signboard.

b.      The use of detachable signboards/handheld route signs or signboard/bus route sign not permanently posted/installed or painted below the windshield as specified in Section 3 hereof.

c.       Printing of bus route sign/signboard more than or less than four (4) inches high.

d.      Installing/posting and/or painting signboard/bus route sign in the middle of the windshield or in any part of the windshield not specified in Section 3 of this Regulation.

SECTION 3. The signboard shall be permanently posted/painted on the following portions of the vehicle:

a. Front - below the windshield with its color contrasting with the background to be highly identifiable and readable with faint light

b. Back - below the window

c. Both Sides - (right side and left side of the vehicle)

c.1 Right Side - For vehicles with two doors, signboard/bus route sign shall be painted after the back door between the window still and the skirt of the bus/vehicle.

For vehicles with only one door, the signboard/bus route sign must be painted after the door in between the window sill and the skirt of the bus/vehicle.

c.2 Left Side - The sign board/ bus route sign must be painted in between the window sill and skirt of the vehicle.

In the case of Public Utility Jeepneys (PUJs), signboard/vehicle route sign must be painted on both sides in between the window sill and skirt of the vehicle.

SECTION 4. The signboard/bus route sign shall be permanently posted and painted in bold letters not more than four (4) inches high with its color contrasting with the background to be highly identifiable and readable.

SECTION 5. Penalty - A fine of FIVE HUNDRED PESOS (P500.00) shall be imposed upon the owner/operator of the vehicle for violation of this Regulation.

SECTION 6. Effectivity - This Regulation shall take effect fifteen (15) days after its publication in two (2) newspapers of general circulation in Metro Manila.
