MANDATORY SHIP REPORTING SYSTEM (MSRS)



I
Objective

The Mandatory Ship Reporting System (MSRS) shall serve as a means for the promotion of safety of life at sea, safety and efficiency of navigation, and protection of the marine environment.  MSRS shall ensure the constant monitoring of all vessels through the periodic reports that are required to be submitted by vessels to an MSRS Center while they are at sea.

Coverage

This Department Order (D.O.) applies to vessels engaged in the domestic trade that are governed by NTC Memorandum Circular No. 4-09-88, as follows:

a. Below 350 G.T. and less than5 hours of navigation

b. 350 G.T. and above and less than 5 hours of navigation

c. Below 350 G.T. and more than5 hours of navigation
- VHF with capability on156.8/156.6/156.3 MHz

d. 350 G.T and above and more than 5 hours of navigation
- Telegraphy installation with capability on 500 KHz

- SSB with capability on 2182/4125/6215.5 KHz

- Main and reserve receiver and reserve power supply

2. Cargo Vessel

a. Below 350 G.T and less than 5 hours of navigation
- Radio installation optional

b. 350 G.T and above and less 5 hours of navigation
- VHF with capability on 156.8/156.6/156.3 MHz

c. Below 350 G.T and more than 5 hours of navigation
- SSB with capability on 2182/4125/6215.5 KHz

d. 350 G.T and above and more than 5 hours of navigation
- Telegraphy installation with capability on 500 KHz

- SSB with capability on 2182/4125/6215.5 KHz

- VHF with capability on 156.8/156.6 156.3 MHz

- Main and reserve receiver with Reserve power supply

B. SPECIALIZED CARRIERS

a. Below 350 G.T and less than60 mi. of navigation
- VHF with capability on 156.8/156.6/156.3 MHz

b. Below 350 G.T and more than 60 mi. of navigation
- SSB with capability on 2182/4125/6215.5 KHz

C. LIGHTERAGE VESSEL

a. Bay and River Operation

III
Definition of Terms:

A.        Mandatory Ship Reporting System (MSRS) — A radio communication based system of determining the route and position of a vessel at any given time within a certain area of responsibility.

B.        Area of Responsibility (AOR) — The specific area within a certain PCG jurisdiction where a vessel is located at the time of the vessel’s report of position or distress.

C.        HF Radio — Radio equipment capable of operating on working frequencies in the bands between 1,605 kHz to 27,500 kHz.

D.        Position Report (POSREP) — The report required to be submitted at regular intervals by vessels participating in the MSRS.

E.        Sailing Plan — This provides the name, call sign or ship station identity, date and time of departure, details of the vessel’s point of departure, next port of call, intended route, speed and expected date and time of arrival.  Significant changes should be reported as soon as possible.

IV
Responsibilities:

A.        Maritime Industry Authority (MARINA) shall provide vessels data/information as required by NTC and PCG.

B.        National Telecommunication Commission (NTC) shall formulate a prescribed communication requirement

C.        Philippine Coast Guard (PCG):
1.      Ensure the proper implementation of this Department Order.
2.      Shall activate an MSRS Center which shall monitor and operate a mandatory MSRS for vessels covered in this Department Order.
D.        Shipowners/Charterers/Operators
1.      Establish company policies and guidelines for the proper implementation of this Department Order.

2.      Submit to the PCG where their vessel/s are homeported a list of their vessel/s that are required to participate in the system.

3.      Require the Master/s or Company to submit their sailing plans to the PCG.
E.        Vessel Masters shall:
1.      Ensure the proper implementation of the Department Order.
2.      Ensure the transmittal of reports at the designated hour/s during the voyage of their vessels.
3.      Ensure that all reports transmitted to the MSRS Centers are duly logged and ready for inspection/verification when requested.
4.      Submit to MSRS Center copy of their respective sailing plans.
5.      Respond to all calls for immediate assistance at sea.
The Master shall report to the PCG/MSRS Center where it is departing.

V
Penalties

A.        Shipowners/Charterers/Operators

1. Failure to submit the list of vessels/required to participate in the system:

First Offense
Warning
Second Offense
Fine of not less than P10,000.00
Third and Succeeding Offenses
Fine of not less than P50,000.00

B. Vessel Masters

1. Submitting false reports:

First Offense
Fine of P5,000.00
Second Offense
Fine of P10,000.00
Third Offense
Recommendation for revocation of License

2. Reports transmitted not recorded in logbook:

First Offense
Warning
Second Offense
Fine of P5,000.00
Third and Succeeding Offenses
Fine of P10,000.00

3. Reports transmitted not in accordance with the prescribed formats:

VI
Effectivity

This Department Order shall take effect fifteen (15) days after its publication in a newspaper of general circulation.
