[ DOTC DEPARTMENT ORDER NO. 2003-24, April 10, 2003 ]

AN ORDER AMENDING CERTAIN SECTIONS OF DEPARTMENT ORDER NO. 2002-31



For effective implementation of the mandatory emission test by the Private Emission Testing Centers (PETCs) prior to registration and to best serve the public, Item No. 2 of the Department Order No. 2002-31 is hereby modified, to wit: 

"to ensure that "cut throat" or "ruinous" competition that may result to the degradation of level of service of the project is avoided, authorization of PETC should strictly be rationalized taking into consideration the vehicle population expected to be serviced in the area. As basis, one (1) PETC lane shall be authorized for every 12,000 registered vehicles in an LTO registering district. This is subject to amendment based on the validation of supply and demand for the services giving due consideration to time and motion analyses of vehicles being submitted for emission test. Attached for reference is the updated PETC lane requirement versus LTO District Office." 

To ensure integrity in the conduct of emission test by authorized PETC, the following shall be instituted:

The committee is further instructed to issue monitoring guidelines including penalty provisions thereof consistent with existing laws and rules and regulations relative thereto.

2. An accountable Certificate of Emission Compliance (CEC) form which shall reflect the result of the test conducted shall be issued by DOTC-LTO for all authorized PETC. The same shall be distributed to all authorized PETC only and at actual production cost.

All orders, memoranda in conflict with herein provisions are deemed superseded.

This order shall take effect immediately.
