[ LTFRB MEMORANDUM CIRCULAR NO. 2003-007, April 22, 2003 ]

REQUIRING ALL TAXI OPERATORS TO EQUIP THEIR TAXI UNITS WITH MOBILE (NOT HAND-HELD) RADIO FACILITY



In order to modernize the operation of taxi services in Metro Manila, improve the quality of its customer service, promote public safety through integration of communication facilities, protect taxi owners, drivers and passengers, and to deter the commission of crimes, all bonafide and legitimate taxi operators are hereby required to equip their taxi units with mobile two-way (not hand-held) radio facility beginning from the date of the effectivity of this Memorandum Circular.

Corollarily, all mobile two-way radio facilities installed in taxi units must be ultimately connected to a centralized taxi dispatching center, to be arranged for the purpose, through this Board, which will serve as the centralized taxi radio dispatching and control center for all operating taxi units in Metro Manila.

Failure to do so, as aforesaid, may cause the suspension of the taxi franchise until the provisions stated herein are complied strictly with.

All other issuances or parts thereof, which are inconsistent herewith, are heretofore modified or superseded accordingly to conform with this new Memorandum Circular.

This Memorandum Circular shall take effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation or the filing of three (3) copies hereof with the U.P. Law Center, pursuant to Memorandum Circular No. 11 dated October 9, 1992.
