ADDITIONAL AMENDMENTS TO SECTION 45.7 OF THE RACING RULES



Please be informed that the Philracom Board, in its meeting held on March 22, 2002, after due deliberation, resolved to amend by addition the implementing guidelines of Section 45.7 of the Horseracing Rules and Regulations, to wit:

SECTION 45.7.          HORSES WHICH ARE FOUND TO BE SUFFERING FROM LAMENESS, after the race shall be given the following suspensions: (1-23-01)

1st Offense

-

Indefinite suspension

2nd Offense

-

Thirty (30) calendar days suspension

3rd Offense and

-

Sixty (60) calendar days suspension

Subsequent Offenses

 

 

Amending by addition, the Implementing Guidelines will now be read as follows:

The following Implementing Guidelines shall apply:

1.         The graduate system of suspension shall apply to the affected horse’s limb (i.e. off-fore, near fore) and shall be recorded and counted separately.

2.         Suspensions will not be counted as part of vacation.  In case the owner intends to put the horse on vacation after serving the suspension, he must officially inform the PHILRACOM.

3.         Horses found to be suffering from bruised sole shall be given an indefinite suspension and shall not be covered by the above graduated system of suspension.

4.         Trainer/Owner of suspended horses will be required to submit to the PHILRACOM a veterinary Clearance Certificate from a PHILRACOM Accredited Veterinarian.  Certificate should specify diagnosis, treatment, and recommendations prior to running the prescribed barrier trial.

5.         All suspended horses shall be required to pass a barrier trial for lame horses on a regular raceday and to obtain a certificate of fitness from a PHILRACOM Veterinarian prior to running in a regular race.

6.         Suspensions may be counted as part of vacation except on cases wherein horses are suspended due to sudden reversal of form or out of condition.

This rule shall take effect immediately.
