GUIDELINES IN IMPLEMENTING MTC RESOLUTION NO. 04 SERIES OF 1995 (IMO MODEL COURSES AS MTC TRAINING STANDARDS)
Considering the need for an updated, well-developed and internationally recognized standards in the training of Filipino seafarers, the Maritime Training Council approved on June 7, 1995 Resolution No. 4 entitled: Adopting the IMO Model Courses as MTC Training Standards taking into consideration the 1978 STCW Convention as revised and the IMO Resolutions and Documents.
Henceforth, training centers that use standards other than the IMO Model Courses shall apply the latter as training standards.

Procedures
For training courses/programs under the STCW Convention where there are no Model Courses available, the standards/curriculum as approved or authorized by the MTC shall be used.
In implementing the IMO Model Courses, all concerned shall be guided by these guidelines, and also by the IMO document on the “Guidance in the Implementation of the Model Courses.”
Some parts of the IMO Model Courses have been modified because it is considered appropriate and necessary. In which case, the modification shall be applied.
These modifications are on:
Nonetheless, instructors are reminded to carefully observe the requirements with respect to the number of training hours, objectives of the detailed teaching syllabus, the instruction manual, and the procedures in the evaluation of skills and knowledge acquired by the trainees.
The role of instructors in the application of the IMO Model Courses must be emphasized and is very essential in the trainees development or the upgrading of skills.
2. The General tanker Safety Courses (GTS)
In the case of the General Tanker Safety Course or the Basic Tanker Safety Course which is the general equivalent for the three (3) Familiarization Courses in Oil Tanker, Chemical Tanker and Liquefied Gas Tanker, this course shall be superseded by the Familiarization Courses in Oil Tanker (Model Course 1.01), Chemical Tanker (Model Course 1.03) and Liquefied Gas Tanker (Model Course 1.05) which shall be conducted as distinct and separate courses.
3. Course Titles
The Course titles to be used in issuing certificates, or for any other purpose, shall be based on the approved and authorized courses titles on the attached Table, Annex 4*.
4. Certificates
Certifications for issuance to trainees who have successfully completed the training program shall be in accordance with the attached “SAMPLE” in Annex 5*. It shall be printed in a plain cream or off-white paper of durable texture and measuring 8" x 10".
5. Effectivity
By February 1, 1996, the conduct of instructions in all maritime training programs of the training centers shall be in accordance with these guidelines and instructions.
Accordingly, problems that may be encountered in the implementation of the IMO Model Courses shall immediately be communicated to the MTC Secretariat for its disposition or appropriate action.

1. Requirements on the training aids and equipment for courses in Basic Fire Fighting (1.20), Personal Survival (1.19) and Basic Medical Emergency (1.13). The details of these modifications are found in Annexes 1-3.Unless otherwise provided, therefore, the IMO Model Course shall be implemented in accordance with the instructions and requirements therein.
2. Course intake limitation. The number of trainees in every class in all courses shall not exceed twenty-four (24) and the practical training should be conducted under adequate supervision in groups of not more than six (6).
