INSPECTION FOR AND REMOVAL OF UNAUTHORIZED SIRENS, BLINKERS, AND OTHER DEVICES AS PRE-REQUISITE FOR REGISTRATION — PER RA 4136 AND PD 96



It has been observed that unauthorized devices particularly sirens and blinkers on private motor vehicles have proliferated despite the continuing campaign by all LTO Flying Squads and the Philippine National Police nationwide to enforce the provisions of RA 4136 and PD 96. This decree penalized violation thereof with cancellation/revocation of the Certificate of Registration (CR) in addition to fines and penalties.

To complement the law enforcement effort, it is hereby directed that henceforth in addition to the physical inspection for roadworthiness of motor vehicles or other purposes, inspection for and removal of sirens, blinkers and other devices banned by Section 34 of RA 4136 and Presidential Decree No. 96 shall be a pre-requisite for all types of motor vehicle registration transactions whether original, renewal, registration, transfer, change component/color, stamping/restamping of CIN etc. in which presentation thereof for physical inspection is required under existing regulations.
