[ LTO MEMORANDUM CIRCULAR NO. 92-001, January 30, 1992 ]

ISSUANCE OF PROVISIONAL AUTHORITY



In order to regulate the operation of colorum vehicles in the country especially in the remote/rural areas, and to facilitate the grant of its authorization in a more expeditious manner and also to provide applicants immediate and fair return of their investments, all Regional Managers, except NCR, are hereby authorized to issue provisional authorities to all applicants to operate public utility jeepneys and TH services pending hearing and final resolution of their applications provided:

1. The necessary filing fees for the regular Certificate of Public Convenience (CPC) as well as the amount of P150.00 per applicant per case as provided for by BP No. 134 are paid;

2. All the required documents for an application of a regular CPC are attached to the application;

3. The RMC for the route applied for is open; and

4. The provisional authority is good only for two (2) months or until the CPC has been issued whichever is shorter.

This Memorandum Circular takes effect immediately and supersedes any provision of any existing Memorandum Circulars or Board rules and regulations which are inconsistent with the same.
