MORATORIUM ON THE IMPLEMENTATION OF THE REQUIREMENT OF CPE CREDIT UNITS EARNED FOR THE RENEWAL OF LICENSES OF PROFESSIONAL TEACHERS



WHEREAS, the registration of Professional Teachers under R.A. 7836, known as the "Philippine Teachers Professionalization Act of 1994," started in 1996 and the licenses of the early registrants are renewable this year 1999.

WHEREAS, there are not enough CPE providers to administer CPE programs where teachers could attend to comply with CPE requirements for the renewal of their licenses even up to this date for the reason that the CPE Council for Professional Teachers was not constituted earlier.

WHEREAS, in order to enable the large number of registered professional teachers to comply with CPE requirements for the renewal of their licenses, the Professional Regulation Commission (PRC) and the Department of Education, Culture and Sports (DECS) entered into a Memorandum of Agreement whereby the latter shall be accredited as a CPE provider to implement nationwide CPE programs/activities for teachers to enable them to comply with CPE requirement for the renewal of their licenses.

WHEREAS, in view of the foregoing considerations, there is a need to suspend the effectivity of the provisions of Section 14, Article III and Section 18, Article IV of PRC Resolution No. 507, Series of 1997, insofar only as the Professional Teachers are concerned and only for the period provided herein.

WHEREFORE, the Commission resolved as it hereby resolves to declare a moratorium on the implementation of CPE credit units earned as a requirement for the renewal of licenses of those Professional Teachers who will renew their licenses this year 1999.

Henceforth, CPE credit units earned shall be required for the renewal of licenses of Professional Teachers on a staggered basis as follows:

a)For teachers who will renew their licenses in the year2000, twenty (20) CPE credit units earned.
  
b)For teachers who will renew their licenses in the year 2001, forty (40) CPE credit units earned.
  
c)For teachers who will renew their licenses in the year 2002 and thereafter, sixty (60) CPE credit units earned.

This Resolution shall take effect after fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation.

Let copies of this Resolution be furnished the Regional Directors of the PRC for implementation; the DECS for dissemination to all its Regional Directors and Schools Division Superintendents of all provinces and cities for the information and guidance of teachers, both in public and private schools.
