IMPLEMENTATION OF PARKING FEE AND OVERNIGHT PARKING FEE



By virtue of the provisions of Section 6, Sub-section C, Paragraph B of Presidential Decree 857 as amended by Executive Order No. 513, otherwise known as the Revised Charter of the Philippine Ports Authority which provides that:

Police Authority:

"B.    to regulate the entry to, exit from, and movement within the port, of persons and vehicles, x x x."

There is hereby prescribed a Parking Fee and Overnight Parking Fee located at the parking area of baseport, Puerto Princesa, as follows:

I. Purpose:

1.      To promote and ensure safety of life and limb of passengers, port users, agency personnel, and other persons transacting official business in the port.

2.      To rationalize vehicle entry into and exit from the operational area during vessel arrivals and departures.

3.      To avoid damage to property due to collision inside the port area caused by or involving public or private vehicle or those damages affecting port facilities or cargoes irrespective of whether they are caused by fortuitous events or by human lack of prudence or skill.

4.      To compensate the authority in the maintenance and provision of facilities in the parking area.

II. Coverage:

1.      This system shall apply at the Baseport of Puerto Princesa, and to all Terminal Management Offices of this PMO.

2.      This will not apply to vehicles issued with annual passes or those issued with VIP passes by the Port Manager except when a request for overnight parking is made.  However, priority shall be provided to non-sticker bearing vehicles.

3.      Government vehicles covered with official trip ticket or on official business are exempted from this system.

III. Procedures:

1.      Limited number of vehicle may be admitted into the parking area or as maybe determined by the Port Police Division, in coordination with the Port Services Division.

2.      Official receipt shall be issued as a requisite to admission or entry in the parking area by each vehicle.

3.      Stay time of each vehicle inside the parking area is limitless provided the prescribed pay scale is properly observed.

4.      Overnight parking fee scheme is hereto prescribed in consonance with this system.

IV. Fees

First three (3) hours = P25.00
1. From date/time of entry up to the next day =
P150.00 daily (This applies to all vehicles)

- Prime Movers
- Ten (10) Wheelers
- Chassis

B.
First three (3) hours = P15.00
Next succeeding hour = P5.00
- Six (6) Wheelers

C.
First three hours = P10.00
Next succeeding hour = P5.00
- Four (4) Wheelers
- Motorcycle

V. No-Fault Provisions:

1.      Philippine Ports Authority shall not be liable for any accident or damage that may be incurred by vehicles that were allowed entry into the parking area by virtue of this system or against such vehicle in case damage to port facilities are incurred.

VI. Repealing Clause:

This system shall continue to be in full force until revised, modified, or amended.
