(NAR) VOL. III NO. 4 / OCTOBER - DECEMBER 1992

[ ERB RESOLUTION NO. 90-15, November 07, 1990 ]

PRESCRIBED OPERATING HOURS OF PETROLEUM PRODUCTS RETAIL OUTLETS EFFECTIVE NOVEMBER 12, 1990



WHEREAS, in view of the present volatile situation in the Gulf area which continues to affect the flow of crude oil into the country, Government has considered it necessary to adopt measures directly addressing the need to conserve petroleum products supplies;  DHSACT

WHEREAS, the Energy Operations Board issued Memorandum Circular No. 10-01, S. of 1990, directing the oil companies to reduce by 10 percent (10%) all sales and deliveries to their customers, i.e, resellers, distributors and marketers, directly withdrawing their petroleum products requirements from the said oil companies;

WHEREAS, to complement the mandated reduction in petroleum product deliveries, Her Excellency, President Corazon C. Aquino promulgated on November 2, 1990 Executive Order No. 433 directing the immediate implementation of additional energy conservation measures;

WHEREAS, this Board was requested, under Section 7 of the said Executive Order, "to considered the adoption of measures restricting the operating hours of petroleum products retail outlets (gasoline station) including their closure during Sundays and holidays, taking into consideration the necessary safeguards that will ensure the proper distribution of petroleum fuels by gasoline stations especially to jeepneys and other vehicles used for mass transportation".

NOW, THEREFORE, be it resolved, as this Board hereby resolves, to direct all petroleum products retail outlets to observe subject to availability of stocks, the following operating hours:

MONDAYS THRU SATURDAYS

7:00 A.M. TO 7:00 P.M.

SUNDAYS AND PUBLIC HOLIDAYS

CLOSED (EXCEPT THOSE LOCATED WITHIN METRO MANILA WHICH SHOULD OPERATE FROM 8:00 A.M. TO 5:00 P.M.

Violation of this directive shall subject the offender to the corresponding administrative/penal sanctions.

This resolution shall take effect on November 12, 1990 and shall remain in full force and effect until revoked or superseded by order of this Board.

Let copies of this resolution be furnished the oil companies and the Presidents of all dealers' associations of the oil companies who are directed to disseminate the same within their respective areas of operation.  Likewise, let copies of this resolution be furnished the Energy Operations Board, the Department of National Defense and the Department of Trade and Industry for their information and guidance.
