[ SRA SUGAR ORDER NO. 6, November 14, 1996 ]
FILLING UP THE THIRD QUARTER U.S. SUGAR QUOTA FOR QUOTA YEAR 1996-1997
Whereas, it is to the best interest of the Philippines, as an exporting country of sugar, to fill up the U.S. Quota for Quota Year 1996-1997 at the earliest time possible,
Whereas, there is sufficient volume of "A" sugar Quedan-Permits issued during the current Crop Year 1996-1997 and the previous crop year/s to start the filling up of the Third Quarter U.S. Quota;
Whereas, it is the primordial concern of the Sugar Regulatory Administration to export good quality sugar corresponding to the abovementioned "A" Quedan-permits to fill up the Third Quarter U.S. Quota;
NOW, THEREFORE, under and by virtue of the authority vested in the Sugar Regulatory Administration (SRA), it is hereby ordered that;
SECTION 1. The "A" sugar Quedan-Permits issued during the current Crop Year 1996-1997 and the previous crop year/s shall be used for the withdrawal of sugar under this Order, to fill up the Third Quarter U.S. Quota.
SECTION 2. The "A" sugar quedan-permits issued during the previous crop year/s are now subject to compulsory withdrawal of the sugar for the Third Quarter shipment to the U.S. market, otherwise, said "A" quedan-permits, if not surrendered for withdrawal for the purpose stated herein, shall all be classified as homeless quedans after the Third Quarter shipment to U S. shall have been done.
However, in order to ensure that good quality new sugar to be exported to the U.S. market, holders of "A" sugar Quedan-Permits issued during the previous crop year/s are hereby required to procure "B" Quedan-Permits issued during the current Crop Year 1996-1997 and have these "B" quedans swapped against their "A" quedans of previous crop year/s or to provide other means to show proof that good quality sugar shall be exported.
SECTION 3. The "A" Quedan-Permits of previous crop year/s and the "B" Quedan-Permits of current Crop Year 1996-1997 when submitted to the SRA for regular swapping, shall be stamped as :" SURCHARGED AS "B" SUGAR OF PREVIOUS CROP YEAR/S PER S.O. NO. 6, SERIES OF 1996-1997, DATED 14 NOVEMBER 1996", and "SURCHARGED AS "A" SUGAR OF CURRENT CROP YEAR 1996-1997 PER S.O. NO. 6, SERIES OF 1996-1997, DATED 14 NOVEMBER 1996", respectively.
SECTION 4. All forms and/or documents relevant to export of sugar to the U.S. market as prescribed in Circular Letter No. 44, Series of 1995-1996, dated 28 August 1996, shall remain in force.
SECTION 5. The deadline for the submission of applications for export to the U.S. market for the Third Quarter shipment shall be not later than 28 February 1997.
SECTION 6. This Sugar Order shall take effect immediately.
SECTION 7. Provisions of Sugar Orders, Circular Letters, and/or other rules and regulations contrary to or inconsistent with this Sugar Order, are hereby amended, modified or revoked accordingly.

The "A" sugar quedan-permits issued during the previous crop year/s are now subject to compulsory withdrawal of the sugar for the Third Quarter shipment to the U.S. market, otherwise, said "A" quedan-permits, if not surrendered for withdrawal for the purpose stated herein, shall all be classified as homeless quedans after the Third Quarter shipment to U S. shall have been done.
However, in order to ensure that good quality new sugar to be exported to the U.S. market, holders of "A" sugar Quedan-Permits issued during the previous crop year/s are hereby required to procure "B" Quedan-Permits issued during the current Crop Year 1996-1997 and have these "B" quedans swapped against their "A" quedans of previous crop year/s or to provide other means to show proof that good quality sugar shall be exported.
SECTION 3. The "A" Quedan-Permits of previous crop year/s and the "B" Quedan-Permits of current Crop Year 1996-1997 when submitted to the SRA for regular swapping, shall be stamped as :" SURCHARGED AS "B" SUGAR OF PREVIOUS CROP YEAR/S PER S.O. NO. 6, SERIES OF 1996-1997, DATED 14 NOVEMBER 1996", and "SURCHARGED AS "A" SUGAR OF CURRENT CROP YEAR 1996-1997 PER S.O. NO. 6, SERIES OF 1996-1997, DATED 14 NOVEMBER 1996", respectively.
